price 15 cents brewster responds to committee's demands new haven connecticut monday may 4 1970 vol.xcino 134 of social science trial he called on the yale cor poration to ratify the com mitments made in his statement of april 19 that statement said institutional neutrality did not inhibit yale from committing itself to the achievement of justice in the legal system it also said yale would encourage and assist financially and otherwise any effort by the members of the law faculty and others to ob serve the trial brewster said he would also ask the corporation to reaffirm its commitment to support fur ther teaching and research ef forts designed to insure proper treatment of all citizens by the legal system he added the yale cor poration will also be asked to reaffirm their willingness to permit the president or any other member of the yale community to speak his mind on con troversial public issues as long as he makes it clear that he is speaking for his person not his office yale-community relations brewster said he would recommend to the corporation the authorization of yale's participation in the creation of a joint yale and community housing and economic development corporation with yale providing an initial outlay of one million dollars burke marshall associate dean of the law school was asked to draw up the papers which might describe the organization of such a cor poration for new haven those i continued on page grading options released role brewster said much that has been achieved by the out pouring of energies during this period would be lost if we had to choose between social respon sibility and academic respon sibility it is not an either-or choice brewster also released a detailed answer to the demands of the strike coordinating committee dealing with questions involving the black panther trial yale-community relations employee benefits a day care center and the institute president kingman brewster jr issued a directive last night calling for the resumption of normal academic expectations for the remainder of the year as of tuesday morning in accordance with the directive yale college dean georges may released a statement outlining what those expectations will entail see accompanying story while stressing yale's com mitment to an extension and improvement of its community by richard fuchs committee endorses nation-wide strike as anti-war protest by william bulkeley and stuart rosow the strike steering committee released a statement yesterday repudiating president kingman brewster's response to the demands and endorsing a national student strike the national strike demands which were announced by tom hayden of the chicago con spiracy at saturday's rally are • that the united states government end its systematic oppression of political dissidents and release political prisoners including members of the black panter party • that the united states government end its escalation of the vietnam war into cambodia and laos and withdraw all forces from south east asia • that the universities end their complicity with the united states war machine by an immediate end to defense research rotc counter-insurgency research and all other such programs in its release the strike steering committee said we must broaden our demands to cambodian actions prompt university strike proposals include the demands raised by the national student strike cooperation william farley 1971 chairman of the steering committee said i see no reason why the two movements cannot work together the committee pointed out that the first national demand grew out of the demand here at yale that the new haven panthers on trial be released the strike steering committee said none of its demands had been adequately met by brewster's statement yesterday afternoon the committee's other demands were that yale establish day care centers for the children of employees that all plans and construction for the proposed social science center and the institute of social science be halted that yale pay its workers unemployment com pensation and that yale establish a five million dollar revolving fund pressmen and demonstrators during the two nights of disturbances saturday's call by tom hayden for a nation-wide university strike in response to the stepped up us involvement in cambodia appears to have drawn quick response from several colleges around the country a rally held yesterday af ternoon at the university of pennsylvania drew 1200 students to discuss strike activities which begin today this week marks the beginning of penn's finals and many students are reportedly con cerned over grades and papers nonetheless organizers expect by chuck critchlow over 2,000 students to participate in this week's activities penn president david r goddard said saturday that examinations and the taking of make-up examinations is under the control of the individual faculty in the past week there have been seven fires at the school and on thursday night 1000 people assembled on an hour's notice and marched to in dependence hall to protest nixon's speech princeton meeting at princeton a general meeting of 2500 people voted over-whelmingly to strike the strikers called for an end to defense contracts rotc the vietnam war and severance of all relations with the department of defense as a result of a fire-bombing of the princeton rotc building four students were arrested-two from princeton 190 people have turned in their draft cards to the dean of the princeton chapel representatives of several college newspapers met yesterday at columbia university and decided to run common editorial calling for a nation-wide university strike ivy editorial newspapers at the following schools are running the editorial bryn mawr haverford sarah lawrence rutgers and all the ivies except yale the editorial describes the war as corrupt and immoral and says that regular academic procedure in view of its existence is a hollow meaningless exercise it calls on students to solidify their opposition and extend it beyond the campus by going to the people it makes six specific demands d immediate withdrawal of all american forces from south east asia 2 passage of an amendment to the senate appropriations bill ( continued on page 3 > by michael sherman dean of yale college georges may issued a directive last night stating four options available to students in regard to completion of the spring term and final grades according to may's statement for each course students have a choice of the following • completing the work of the term as modified wherever appropriate and receiving a regular grade • electing a temporary grade of incomplete which can be con verted into a regular grade until september 16 1970 upon com pleteion of course requirments as stated by the professor • withdrawing if in good standing with the grade of w until may 13 instead of the usual deadline of may 1 ; , t electing the grade of satisfactory which would count toward graduation or un satisfactory on the basis of performance in the course up to april 27 seniors who take one or more grades of incomplete and finish the required work by september 1970 will receive their degree in november logical consequence this is just the logical con sequence of the guarantee that the faculty made at their meeting on april 23 said may this is aimed at helping students not to victimize themselves hopefully these options will make it easier for students to combine societal obligations with academic obligations usually decisions on grades and course requirments are made by the entire faculty however according to may the unusualness of the present situaion dictated his individual announcement may and assistant dean john wilkinson didconfer with the executive and steering committees and con sulted with numerous individual faculty members before finalizing the options dean may's action was simply a corollary to the april 23 faculty meeting a presidential directive opened the period during which normal ex pectations were modified and a presidential directive brought it to a close dean may is simply describing the terms on which it is being ended one professor explained continued on page 3 college assesses weekend food surplus looms large by john geesman today yale begins the difficult process of assessing the financial consequences of the past weekend exactly what will be done with the dozens of bags of familia and rice left over from the may day weekend has not been deter mined yet university officials said yesterday we will first try to come to some feeling as to the money which we received from donations and college funds peter jacobi administrative intern said yesterday a decision on what to do with the surplus food will then be made by the food committee which consists of students from the residential colleges as well as jacobi and dining hall director albert dobie the university has not yet come up with any financial estimate of the damage done to university property although ingalls rink and the branford buttery are both reported to have suffered extensive damage too much familia jacobi refused to rule out the possibility of serving familia and rice for the rest of the year as a means of getting rid of the sur plus however he said from my standpoint i certainly hope not jacobi said he ate familia on both friday and saturday mornings but wasn't certain whether president kingman brewster jr ate any or not however i do know that al dobie took two bags of the stuff over to him in other developments the council of masters announced yesterday that it had been par tially subsidizing the strike newspaper according to elias clark chairman of the council of masters 300 was donated to the strike newspaper from a fund made up of revenue from the rental of theatrical lighting some masters made con tributions from different funds which they had clark said we will have a meeting to determine how much was donated so that the council of masters can reimburse the individual masters gerard swords executive secretary of the council of masters said 500 had been raised from five of the colleges and that the money which clark mentioned had been offered but not needed when asked about the motivation for contributing to the strike newspaper branford master j p trinkaus said well personally i feel that the yale daily news is covering this matter so badly that we need another paper that can cover it better coffin reviews past week reverend william sloane coffin jr called for rejoicing and commitment at battell chapel yesterday as he assessed the events of the past week in new haven coffin thanked the students who showed the greatest perception about what was going on and the president of yale who had enough love to trust his students and knows that when you trust people it pays off this was so different than anything that has happened-not like harvard columbia cornell or anything else he said coffin praised what he called a unified community and a nonviolent community in new haven pledging the yale community to the fight for social justice he said we have made a com mitment to change our relationship with the new haven community and i don't think we can renege on that commitment by thomas kent and tom warren in two nights of disturbances over the may day weekend new haven police utilized volleys of tear gas to disperse crowds gathered in the area of the green but the previous predictions of large-scale violence proved unfounded there were no hand to hand battles between police and demonstrators only scat tered incidents of rock-and bottle throwing which were met by tear gas police reported 46 arrests connected with the weekend of demonstrations but many of these were unrelated to the disturbances on friday and saturday nights guardsmen deployed national guardsmen were deployed in the downtown area on both days to supplement the police forces there was only one reported incident between demonstrators and guardsmen the disturbances saturday night began about 9 after a fire at the new politics office at the which began ill the basement attracted a crowd of 4011 to the corner of the green at at night no injuries were reported although some i0 people were working ill the office at the lime the lire was largest assemblage of long-haired youths film crews and national guards men that new haven has ever witnessed for a few moments on friday afternoon it was possible to believe that except for the militant rhetoric and the large number of conspicuously hidden troops may day was another woodstock the crowd clearly enjoyed itself in the sun and except for a few tense incidents it was in the words of one participant a groovy afternoon but the older generation remained skeptical and one yale administrator went as far as saying if this is the people they aren't ever going to get any power the power was clearly evident on the other side however saturday's demonstration attracted one of the most im pressive arrays of law en forcement talent in recent memory assistant attorney protesters depart nh many of the 15,000 demon strators who came to new haven this weekend to show support for the black panthers began leaving late saturday afternoon and early sunday yesterday activities which included a black music festival were cancelled cutting short the planned three-day function robert sheer one of the speakers at friday's demon station said that activities were cancelled because if we had told the demonstrators that bombing of north vietnam had been resumed we really could have had a riot however area black panther captain douglas miranda said there is no validity in scheer's statement sunday's plans were only tentative from the start although both afternoon rallies were peaceful several distrubances occurred on friday and saturday nights tear gas was used by the police both evenings to disperse crowds strike called ' saturday's rally which drew approximately 7000 persons was high-lighted by conspiracy 7 member tom hayden's an nouncement of a nationwide strike of all high schools and colleges the strike is supposed to start tomorrow and is centered around the demands to 1 free all political prisoners in the united states 2 withdraw all us troops immediately from southeast asia and 3 have universities end rotc and all defense research mirand said the panthers believed the two-days rally went well yale has been liberated he said admiration president kingman brewster jr in a statement issued yesterday expressed ad miration for all the people in volved with the rally my most profound feeling is one of admiration and gratitude to everyone concerned with the exception of a small group of roving willful troublemakers he said brewster continued i believe deeply that this university must not look upon its social respon sibilities and academic abilities as alternatives it cannot be an either-or choice we must fulfill both obligations concerning the scattered in cidents over the weekend the new haven partther defense committee deplored the acts of the demonstrators on both nights continued on page 4 general william ruckleshaus headed the justice depart ment's civil disturbance team dispatched to new haven after governor dempsey's request that federal troops be held in readiness agents from the federal bureau of investigation set up shop on the fifth floor of the union bank and trust building at the corner of elm and church streets reportedly they were now i know how john wayne felt when he faced the indians at cheyenne creek a national guardsman creek the police expectations of police some troopers com plained of taunts by the demonstrators actually i think most of us would rather be out with the demonstrators than doing what we're doing said one weekend warrior another hearing the yippee yell commented now i know how john ripped through a greenwich village town house lasl march many of the national guardsmen did not show the seasoned professionalism of the violence were only exceeded by those of the fourth estate which converged on new haven in droves in anticipation of car nage the journalists many equipped with helmets and gas masks helped to precipitate many of the incidents on friday night they proved a constant
