Lansing does not think much of the League to Enforce Peace. He believes if it is inaugurated, only democracies should be <sic>elegible</sic> for membership. Forming a league with such limitations would be difficult and would give offence. After leaving Lansing, I went to Phillips' office. and had him walk with me to the White House in order that we might talk en-route. When I reached the White House I found the President had returned, and I left Phillips and went into the study where the President was signing answers to innumerable congratula- tory election telegrams and letters. It was mechanical work and we talked for nearly an hour. The President indicated a purpose not to be bound by party ties, but to appoint the best men to office he could find. We took up the Postoffice De- partment and outlined a way by which he could bring practically the entire ser- vice under the Civil Service law. He asked whether I thought the country would approve and whether it was desired and would be popular. I believed it would. He was sorry to have me leave and expressed the hope I would soon come again. Polk and I took the 12.30 train and were soon joined by Carter Glass who was also going to New York. New York. I sent my very warm regards to Balfour and Grey, and asked him to tell them in confidence that I might be in England soon, and if I should be, I should not go into Germany.
