Government to differentiate between the German Government and the German peo- ple, and I suggested this also to the President after the sinking of the Lu- sitania. I have tried to get the President, as my letters will show, to de- mand among nations the same code of honor and morals as between individuals. He handles this part superbly. I suggested, too, a short time ago, <add>what he showed</add> <del>a</del> state<del>ment</del> that the United States would not join a league of nations of which an autocracy was a member. The President was apparently calm during the day, but, as a matter of fact, I could see signs of nervousness. Neither of us did anything except "Kill time" until he was called to the Capitol. In the morning, he told me he was determined not to speak after three o'clock, believing it would make a bad impression-- an impression that he was unduly pressing matters. I thought differently and persuaded him that he should hold himself ready to address Congress whenever that body indicated their readiness to hear him. It turn- ed out <del/>, that he began to speak at twenty minutes to nine and fin- ished in about thirty-two minutes. I timed him carefully. I asked him why he had not shown the Cabinet his address. He replied that if he had, every man in it would have had some suggestion to make and <add>it</add> <del>they</del> would have <add><gap reason=�illegible�></add> picked <del>it</del> to pieces <del>until it was unrecognizable</del> if he had heed- ed their criticisms. He said he preferred to keep it to himself and take the responsibility. I feel that he does his Cabinet an injustice. He should not humiliate them to such an extent. Not a member knew what he would say until they heard it delivered. I have noticed recently that he holds a tighter rein over his Cabinet and that he is impatient of any initiative on their part. It would be interesting to know how much of his address the President thinks I suggested. He does not indicate, in any way, that he is conscious that I had any part in it, I think it is quite possible that he forgets from what source he receives ideas and suggestions. <del/>
