conference as my letters and telegrams will indicate. We discussed the feasi- bility of connecting him with the peace data organization, although I do not know how he can be fitted in. Gordon Moore came with his plans for building a concrete causeway from England to Denmark in order to check submarines. Andre Tardieu called with M. Gillat to talk over pending matters and to thank me for having helped them accelerate their shipping program. They read me a cable from their Minister of Finance urging that I come to France. Thi- cable is attached. I went to dinner and theater with Willard V. King and William A. Tucker to see "Lombardi & Co. Ltd." October 21, 1917. The Russian Ambassador called at 9.30. He came to say that it was essential for the War Council which is to meet in Paris to recognize Russia's political as well as her war needs. He believes it would strengthen the pres- ent government and perhaps enable it to maintain itself. It is evident that the Russians feel they are in bad repute with the other Allies, as indeed they are. We motored to Riverdale to take lunch with Mr. and Mrs. Cleveland H. Dodge. Dodge and I discussed the Bulgarian and Turkish situations with which he is fa- miliar, since he is one of the patrons of Roberts College and has a married daughter there, and a son in Beirut. Wiseman has been with me once or twice during the day. We have been planning for our trip abroad, and I have sent cables through him to the British Government and have received some in return. Walter Lippmann called to discuss the peace data organization.
