It is war now and it is essential that I confine myself to the necessities of the situation. In speaking to Balfour of this he said he did not know whether it was my place or the place of the Cabinet Ministers to call first, because he knew and paid so little attention to questions of etiquette, but he had the impression that they should call upon me, and he advised that it be arranged that way. I told him I was indifferent about it further than that it would be more conven- ient to have them come to me because my time was so limited, and there was so much important work to do. My first caller was Sir Eric Drummond. We threshed out the question of British representation at Washington. He repeated what Mr. Balfour had already told me, that they were ready to recall Sir Cecil Spring-Rice and had offered the post to Lord Grey of Fallodon who had declined, although they still have hopes <del/> I may be able to persuade him to accept. Drummond showed me a confidential <sic>despatch</sic> which Mr. Balfour has been sending British agents throughout the Empire. It had reference to the adjust- ment of differences, should any arise, between American and British commercial interests. Tomorrow or next day I shall write a letter to the President en- closing him a copy of this note which I asked Drummond to embody in a letter to me. He showed me the latest <sic>despatches</sic> received concerning the Italian and Russian situations. We have been offered every facility in the prosecution of our tasks. I had the entire Mission to lunch today at Chesterfield House. In addition, I asked Ambassador Page and Admiral Sims. After lunch we had a group <del/> picture taken on the front steps of the house.
