He <add>specifically</add> set forth five or six things he thought necessary to be done and, strangely enough, conservative that he is, we scarcely disagreed at all. A more liberal sea policy, bordering on my plan for the freedom of the seas, which indeed, he was good enough to say he had obtained from me during my last visit here. He thought it would be necessary to give Germany an assurance as to our future economic policy which would not in any way restrict German trade. He was mo- derate in all his ideas and, if I have time, I shall see him again and try to use his influence to bring about a more rational sentiment. Lansdowne is a great gentleman. He has what Grey and Balfour have and yet something more. Not in intellect, not in character, <add>not from <del/> having for a background an ancient and distinguished lineage</add> but in manner and that intangible, indefinable air which comes <del/> <add><gap reason=�illegible�></add> November 15, 1917. Wiseman and I decided this morning to read the riot act to Mr. Lloyd George. He told someone yesterday that he did not believe he would go to the Paris Conference. Wiseman and I believe he will. I asked Wiseman to ring up Lord Northcliffe and tell him if Lloyd George did not go to the Con- ference I would not go myself and I would advise the French Government to call it off. I asked him to say to Northcliffe that if this were done, it would have a disastrous effect throughout the Allied countries and would exhilarate Germany. George, upon the impulse of the moment, has created the Supreme War Council and now he does not think it necessary to have the main conference. He is mistaken, and I shall insist upon it going through as scheduled, not indeed, for what it may do in its deliberations, but for its moral effect.
