In the British Museum catalogue, it is suggested that the young man in question may be Joshua Rowley, son of the sea lord William Rowley, who was appointed to comman the 'Harwich' in January 1756.
Plate numbered '44' in upper right corner.
Two lines of verse below title: No matter let merrit plead in vain, he gains his end who tags the chain.
