"Ministers sit on a large sack (the Green Bag, see British Museum Satires No. 13735), surrounded by Grenadier Guards standing at attention with fixed bayonets. Most prominent is Eldon, holding a paper inscribed 'Precedent', with an arm round Castlereagh's shoulder. Sidmouth (left) holds his clyster-pipe. Canning (right) hides his face in his hand (cf. British Museum Satires No. 13971). Harrowby sits next him. Wellington stands with drawn sabre, to give an order to the Guards.
