Lord Hawkesbury, Duke of Richmond, Loughborough, Wilberforce, George Rose, Horsely, Bishop of Rochester, John Bull, Pitt, Windham and Dundas (with two companions in traditional Scottish dress) are all recognizable carrying objects that suggest their role in the government policy which led to the tripling of the assessed taxes and the burden of taxation in general

Abstract:
"John Bull, grotesquely stout, is pressed downwards by a large rolled document which rests on his head inscribed 'Revision 3000 Resolutions Simplefication'. This roll is pressed down by three persons who rest their hands on it, their legs in the air, as if jumping to increase the pressure which has already so much compressed John Bull, concertina-fashion, that his arms reach the ground, and his contour is quasi-rectangular. The central figure is Pitt, saying, "Come, boys, since they say we have well begun, Let's bear hard till the whole's comprest in one". The other two are probably Rose and Steele, the Treasury Secretaries. The words 'Stamps' and 'Incidents' are inscribed on John Bull's shoulders, 'Custom' and 'Excise' (crossing each other) on his body."--British Museum online catalogue

"John Bull, a spectacled citizen, sits by the table in the Commons reading an 'Extraordinary Red Book' and registering frantic anger. He shouts: "Oh!!--Monstrous!!!--that twenty six State Cormorants should swallow annually an aggregate sum: under the name of salaries, independent of the indefinible emoluments which result from other sources of gain amounting to--£453,692. Can we any longer wonder that the love of Place in these men should supersede every more exalted consideration." The mace rests on a scroll which hangs from the table: 'Plac[es] Earl of Liverpool 14,000,-- Mr Vansittart £7,500, &--Ge Rose £16,551--Vist Melville £11,000-- Mr Wellesley Pole £10,000.' On the floor is a paper: 'Droits of Admiralty' [see British Museum Satires No. 10967]. On the right behind John's chair Ministerial members sit in a close row, with a second row standing behind them. One stands on the extreme right holding a long scroll whose coiled end is under John's chair. It is 'A List of Placemen Pensions and Sinecures--Lord Arden £38,574 [cf. British Museum Satires No. 12802]--Earl Bathurst and C°--£37,225--Lord Castlereagh for Two Years Service £71,000--Ld Ellenborough £24,100--Ld Eldon £40,000 & & &c--Marquis Camden £23,000.' Abstract:
"Fantastic insects (l.), with human heads assail a hive (r.) standing on a low and very solid wooden stand, the 'Treasury-Bench'; ministerial bees emerge to defend it. The apex of the hive is a royal crown from which sprout ears of straw. In the upper left. corner is the grotesque body of Sidmouth terminating in a clyster-pipe inscribed 'Clysteria Ministeria'; the wings are bottles inscribed 'Emetic' and 'Cathartic' [cf. BMSat 9849]. Above him flies the head of (?) Fitzpatrick between wings inscribed 'Hedge Lane' and 'Chick-lane' (London slums and resorts of prostitutes). An adjacent aquiline profile resembles George Hanger. Below, and to the right., is Lauderdale, his wings patterned with tartan. Above (r.) is Erskine, in barrister's wig and bands, both wings inscribed 'Protest'. Next (r.), Moira is supported on ostrich-feather wings, indicating the Prince of Wales (see, e.g., BMSat 10253). Immediately below him is Grattan, with a barbed tail, his wings inscribed 'Irish Emancipation' [cf. BMSat 10404]. Next, and in the forefront, is Grey, like a dragon-fly (and striped blue and buff), his four wings inscribed 'Vanity'. In the next row below are (l. to r.) Ellenborough with malevolent features framed in a judge's wig; Bedford, his wings inscribed 'Disappointment'; Sheridan, his bloated body patterned like Harlequin (cf. BMSat 9916, &c), his wings inscribed 'Stale Jests' and 'Joe Miller'. The huge Temple has wings made of sheets of paper, inscribed 'Stationary', 'Fools-Cap', 'Gilt Post', and 'Wax', 'Pens', 'Wafers' [see BMSat 10721, &c.]. He spits copiously at the defenders. Next is the age-worn profile of Grafton. In the row below are (l. to r.) Lord Holland, with wings inscribed 'Volponean Rancour' [as nephew and devoted pupil of Fox, cf. BMSat 9892] and 'Kalpinist [Hindu] Subtilty'. Next, Lord Spencer, his wings inscribed 'Cunning Policy', and (behind) the profile of Lord Carlisle. Next, and immediately below his son Temple, is Buckingham, in spectacles and Garter ribbon, directing a blast from his 'broad bottom' against the crown on the hive. His wings are 'Catholic Loyalty' and 'Catholic Gratitude'. Close to him is the distended body of Grenville, marked with an irradiated cross and puffing a curling cloud at the enemy. His wings are 'Envy' and 'Ambition'. "A bull, chained, muzzled, and blindfolded, his horns tipped, but snorting fire, is baited by dogs urged on by Pitt who runs forward (right), holding heavy chains labelled 'New Excise Fetters for John Bull'. Pitt points at the bull, shouting, "At him! at him! Tally-ho, ho, ho." From his pocket hangs a paper inscribed 'New Excises intended upon Cyder, Flour, Hardware, Linnens, Woolens, Coals, Butchers Bakers Cheese-mo[ngers] Fish, Water'. Pitt and his dogs are hurrying from the Treasury, over the gate of which the word Treasury has been scored through by Rose, who stands on a ladder on the extreme right, painting the word 'Excise-Office' in large letters. A rose takes the place of his head; in his left hand is his paint-pot inscribed 'Kings' Yellow'. The bull's legs are chained to a post inscribed 'Excise'; he is snorting "Liberty! Liberty! and no Excise! Huzza!" The dogs have human heads and inscribed collars. The two foremost are 'Billy Grenv[ille]', with a pen behind his ear, and 'Dundas'. The Duke of Richmond ('Ordnance') is on the bull's back, biting his ear. Behind are 'Jenky' (Lord Hawkesbury), 'Sir Pepper' (Arden), 'Sydney, Cam' (Camden), and a dog perhaps intended for Carmarthen. In the foreground, lying on a heap of Tobacco which has fallen from a cask so inscribed (which he befouls), is Thurlow, a dog with the head and wig of Thurlow, his collar inscribed 'Snap Dragon', fiercely gnawing a large bone inscribed 'Opposition' at one end and 'Ministry' at the other, while he glares up at Pitt."--British Museum online catalogue

Abstract:
"The cattle-pens (right) of Smithfield Market are filled with cattle with the faces of peers and draped with ermine-trimmed robes. [The ermine is apparent only in the coloured impression] Thurlow, dressed as a farmer, the owner of the cattle, stands on guard with his back to the pens; he wears his Chancellor's wig and uses the mace as a walking-stick. He clutches a full purse in his right hand and looks fiercely at a smaller number of cattle who are being driven from the left towards the pens. One of these, with the head of Lord Derby, stands on his hind legs, saying, "I move an adjournment till after the next Newmarket Meeting". The cattle in the pens (right) have the heads of peers who were believed favourable to Hastings. In the front row are (left to right) Lord Sydney, the Duke of Grafton, and (between two unidentified peers) Lord Bathurst. An ox with the head of Lord Lansdowne, his horns tipped to prevent mischief, stands (right) outside the pen which he tries to enter, his eyes slyly fixed on Thurlow (cf. BMSat 7311). Others cannot be identified. The Opposition peers include the Duke of Portland (who glares fiercely at Sydney), the Duke of Norfolk, Lord Carlisle, and Lord Stormont. They are being driven by a fierce-looking drover (left); a dog wearing a peer's robe, his collar inscribed 'Mountford', barks at them. On the extreme left Hastings, dressed as a butcher but wearing a turban, riding (right to left) a miserable horse fit only for the knacker (the horse of Hanover), carries off a calf with the profile of George III, its forelegs tied together. He whips his horse ferociously. Behind him is a pawnbroker's shop-window, with three balls and the sign 'Money Lent'. In the middle of the cattle-pens (right) is a bell (that of the Market) on a post, a man (? George Rose) wearing a bag-wig pulls the bell-rope, looking round with a cynical smile. Undifferentiated ministerial cattle at the back of the pens push with their horns at a watchman's box which they are overturning. Three men dressed as watchmen, seated on the roof (which they have climbed to escape the cattle), drop staff, lantern, and rattle and are about to fall off; they are Fox, Burke, and Sheridan. The background is formed by buildings; the pawnshop (left) adjoins a large inn behind the cattle, a house at the corner of 'Smithfield' and 'Cow Lane', which diverges on the right. It is the sign of the Crown; in a balcony over the large gateway which leads to the courtyard sit Dundas (left) and Pitt (right), much at their ease, facing each other in profile, regardless of the turmoil below. They are smoking and have foaming tankards marked with a crown; Dundas is in Highland dress, Pitt is dressed as an English farmer or drover. On the balcony is: 'Good Entertainment for Man and Beast'. Abstract:
"A pair of breeches, formerly belonging to Fox, much inflated and forming two merging and transparent globes with projecting legs, is poised (at the seat) on three ostrich feathers, erect in a round bed of (ministerial) roses (see BMSat 10558, &c). Within these globes members of the Ministry sit at a round table, devouring loaves and fishes. The nearest ones are in back view, and have the heavy posteriors characteristic of the Grenvilles (cf. BMSat 10530). Lord Grenville, a fish in each hand, with Lord Ellenborough on his right, Buckingham on his left., and, next the latter, Lord Temple. They sit on a cushioned bench like those of Parliament, which follows the curve of the breeches. The others, left to right from Temple, are Spencer, Windham, Erskine, Petty, Lord Holland, [Identified by his own note.] Moira, who sits full face opposite Grenville, Lauderdale, Sheridan, Howick; Sidmouth on Ellenborough's right completes the circle. All are gormandizing on fish in different degrees, except Spencer and Holland who eat normally. Before Grenville is a dish containing two large fish: 'Treasury' and 'Exchequer', see BMSat 10543, &c. A dog, its collar inscribed 'Tierney', puts its forefeet on the bench, yapping at Grenville's back (cf. BMSats 10128, &c., 10603). On the ground beside him are three cats eating fish in a dish inscribed 'Tabbeys'; their collars are inscribed 'Bet Fox', 'Fitz', and 'Jordan'. Rats surround a dish inscribed 'Scribblers' [ministerial journalists and pamphleteers]. Abstract:
"A close parody of West's picture, 'The Death of Wolfe' (1771). The three officers supporting the mortally wounded Pitt are (left to right) Burke, Pepper Arden (Master of the Rolls), and Dundas. From Burke's pocket projects a paper 'Reflections upon £3700 Pr Ann.' (The policy indicated by his famous book, see BMSat 7675, &c, had been rewarded by two pensions, see BMSat 8654.) Dundas, wearing a kilt, offers Pitt a glass of wine (in place of stanching his wound); a bottle of 'Port' projects from his coat-pocket. The officer behind holding the British flag is identified by Lord Holland as Chatham and the man who supports him as Powys, noted for his propensity to tears (see BMSat 6642). The White Horse of Hanover (cf. BMSat 8691, &c.) on the flag is more conspicuous than in West's picture, and a scroll inscribed 'Magna Chart[a]' has been added. In the group facing Pitt the place of the Mohawk Indian seated on the ground is taken by Loughborough, half-naked, the purse of the Great Seal replacing the Indian's beaded bag, the mace that of his musket, a bloodstained headsman's axe that of his tomahawk. In place of the beaded headdress is the Chancellor's wig surmounted by a monster with the head of a cock, whose limbs are snakes. The two men who lean forward to Wolfe, pointing back to the messenger with the news of victory, are dressed as running-footmen in livery and hold the long sticks with the head enclosing an egg carried by these men. Ink-pots are slung across their shoulders by bands inscribed 'Ist Treasury Runner' and '2d Tre . . .', showing that they are the two Secretaries to the Treasury, George Rose and Charles Long. Grenville, in peer's robes, stands between Lord Mansfield and Windham, who supports him. In place of West's handsome young officer who runs up with the French flag is a man with the face of a demon holding a tattered tricolour flag inscribed 'Libertas', its shaft broken. A large bonnet-rouge lies on the ground. The couple who stand on the extreme right watching Pitt with clasped hands are Richmond and a man with a wooden leg. Richmond, in general's uniform, his bald head contrasting with the luxuriant hair of West's corresponding figure, has a cannon slung to his back to indicate his Mastership of the Ordnance (cf. BMSat 6921, &c.) in which, however, he had been succeeded by Cornwallis (Feb. 1795), see BMSat 8341. His weeping companion has been identified as Wilberforce, though his wooden leg might indicate Brook Watson, Commissary-General (see vol. vi). The background differs from West's picture. In place of the confused fighting and the smoke which surrounds the Heights of Abraham, the Ministerial cavalry advance in even line, rank upon rank, and put to flight a small body of sansculottes with bonnets-rouges (left).
