The sudden entrance, through the window, of Napoleon Bonaparte startles tailors assembled in their shop, i.e., the European rulers at the Congress of Vienna, busy "cutting out" portions of Europe for themselves. With a blood-dripping sabre in his hand, Bonaparte declares his readiness to join them in this activity. To his left, a startled King of Holland moves toward the Austrian Emperor, shown with a pair of small scissors and an iron in his hands, who is Napoleon's father-in-law and whom the deposed French Emperor asks, "Where is my wife and son, father Francis?" Beside Francis I, the Russian Emperor stands on a large piece of cloth lined with "Polish fur," raising in his left hand a knot made out of the measuring tape. On the opposite side of the workbench, a fierce-looking Prussian general Blücher threatens Napoleon with huge shears. Behind him, the King of Prussia, sitting cross-legged, continues sewing a piece of cloth signed, "Pattern of an Emperors Robe." To his right stands Napoleon's former marshal, Bernadotte, now allied against him as the Crown Prince of Sweden. In the middle of the room, a frightened and helpless-looking King of France lies flat on the floor, consoled by John Bull, with a large club, who promises to sew up "that rascal Boney." Behind John Bull, a terrified Pope scrambles away for the safety, his tiara and cross fallen to the ground. On the other side of Louis XVIII, the French negotiator at the Congress, Talleyrand, attempts to hide under the tailors' bench

"Lady Hertford, seated regally on a small sofa, cuts locks from the head of the Regent who reclines against her knees, asleep. The locks already cut are on the ground inscribed respectively 'Sheridan', 'Norfolk', 'Moira', 'Holland', 'Erskine'. She is about to shear off one inscribed 'Grenville'; the last, 'Grey', is still on his head. The Prince, who is conventionally handsome, and wears uniform, holds a paper signed '[Gren]ville / Grey'; his garter, inscribed 'Honi so . . .', is loose, and his left hand hides the star on his breast. Lord Yarmouth (right) stands holding a guttering candle; he points to the uncut lock, saying, "Don't forget that lock laying [on] the shoulder its Grey dy'ye see!" In his pocket is a pamphlet: 'Art of Milling' [see British Museum Satires No. 11842]. To leave no doubt as to his identity, a basket of fish is beside him inscribed '[Y]armouth Herrings'. Lady Hertford is heavily handsome; a small crown, which might pass as a tiara decorates her head; one foot rests regally on a footstool. A pillar and drapery behind her suggest regal state. On the sofa beside her is a rolled document headed 'Road to Hertford from Pall Mall'. On the ground (left) are empty wine-bottles; on a book by the Prince's feet, 'Economy of Human Life', lies a broken bottle from which wine pours. Behind (left) stands Perceval in his Chancellor of the Exchequer's gown, watching from behind a curtain which he holds aside; Castlereagh stands behind him, saying, "By Jasus, but she's as pretty a Barber as ever I clap't my eyes upon." "Britannia (left), a buxom young woman, clasps the trunk of a large oak, while Paine tugs with both hands at her stay-lace, placing a large foot on her posteriors. He wears blue and buff with a tricolour cockade on his bonnet rouge. From his coat pocket protrudes a pair of scissors and a tape inscribed: 'Rights of Man'. His face is blotched with drink and his expression is fiercely intent, but he is neatly dressed. Behind him is a thatched cottage inscribed: 'Thomas Pain, Stay-maker from Thetford. Paris Modes, by express.' Britannia looks over her shoulder at the stay-maker (cf. British Museum Satires No. 9240) with an expression of pained reproach. The first (left), still unshorn, has the bottle-nose and drink-blotched face of Curtis; a large bell hangs from his neck; he bleats B A A A A A A. His shearer says: Come along you Blubber--alias Bell Weather S'Blood what a Cur 'tis; in his pocket is a paper: Quintus Curtius. He is Quin, who took an active part against Flower. The second, Councillor Waithman (a draper), holds Flower, the Mayor, labelled The Flower of the Flock, who is almost shaved; he says: Egad I have Cut them preelly [sic] close; his shears, like those of Quin, are inscribed Vox Popula [sic]. The group on the right, fighting under the "Union of Master Tailors for a coninuance of tyranny low wages & profits 100 percent" banner, are well dressed and hang back in a defensive position; they use firearms, swords, and a shield bearing a pound sign ("£") as weapons

The figure of Time, with his scythe, hovers in the air between the kneeling figures of Pitt on the left and Fox on the right. Through two pipes inscribed, "Court favor" and "popularity," he blows bubbles that Pitt catches in his mouth. Fox, his hands raised in supplication, begs Time for the same favor. His plea is supported by the Duchess of Devonshire who stands behind him. In the background, a radiating temple on a rock behind Pitt is inscribed, "St. Jameses." Behind Fox, a lighthouse with a flare hanging from its top is signed, "House of Commons." Between the two, on the other side of a river, is a ruined ancient city, a reference to Rome

The second drawing in a series of twelve on modern morals, a tradition established earlier in the 18th century by artists such as William Hogarth. In this series, twin brothers are bestowed an equal fortune. One brother, Edward, husbands his wealth and on his death, passes on his fortune; whilst the other brother, Charles, squanders his, leaving his family destitute and In this second drawing, Charles stands in an elegant room as he is measured for new cloths by a tailor who kneels to his right with a tape measure raised to Charles's leg; on the floor at his feet is a bolt of fabric and a scissors. Behind them on the right, a servant holds up a large silver urn for Charles's approval; it is reflected in one of two large Venetian mirrors on the wall behind, the second being hung by two servants. On the left, a woman in a large hat sits in an chair beside a round tea table holding another bolt of fabric; she sits in front of a large window through which is seen a elegant square with an equestrian statue.
