"A courtesan stands at a wash-tub, washing her last shift. She wears a cap over ringlets in curl-papers and a tattered petticoat, a shawl covers her naked shoulders. The room is squalid, with plaster falling from the bricks. Across the fireplace stockings hang on a string to dry. The corner of a bed appears on the right. On the table by the wash-tub is a small gin tankard. Under it is a pair of stays. A cat tries to reach a (broken) plate of cheese on a chair. On the floor, beside a fashionable high-crowned hat, lies a ballad: 'How happy were my days till now...'. Papers are thrust under the vertical bar of the casement window, one inscribed 'Admit Two to the Boxes'. "Robinson, wearing his Chancellor of the Exchequer's gown, leans forward from the right to place an extinguisher on the head of Fortune who sits in profile to the left, on a small globe, regardless of her fate. He says: Come Madam put on your Night Cap. She is a comely young woman with feathered wings, and a high-waisted dress with classical sandals. Her Wheel of Fortune serves as back to her seat. She holds out a Ticket £20 000 to an eager and indignant crowd; in her left hand is a full purse. At her feet is a box of jewels, behind her a cornucopia from which pour gold coins, with a bag of Filings. At her feet four little blue-coat boys from Christ's Hospital kneel imploringly. Behind them are a brawny washer-woman and a gaily dressed young woman. The former points to tub, Soap, linen, and brush at her feet, and shouts to Robinson: Let her alone take off the Soap Tax. The latter screams Stop let Me get a Prize first. A burly bare-legged cobbler holds up an old shoe, shouting, give us a Lottery and no Leather Tax. A man next him shouts Shut up the Subscription Houses [clubs such as Brooks's]. The two on the extreme left shout No Tax on Tallow and No Horse Racing. A hideous man grovels on the ground behind Robinson to grab coins and two bags, Filings and Gold Dust, and a Prize Bag. He looks up, saying, Persevere and the Saints shall Praise you. Three men stand behind Robinson, watching; two say, with cynical smiles: Hear Hear I knew they'd Grumble and He's only a Young Chancsellor. The third says with a frown: Little Van knew [better] than to Abolish a Voluntary Tax. On Fortune's right is a pillar on which bills are pasted: Races Kings Cup, over which is a playbill: Fudge a Farce; above both is Reform . . . Parliament . . . "A balloon about to rise from the ground encircled by three tiers of galleries or narrow platforms, protected by railings. Behind the railings sit the passengers. In the highest tier are three ladies notorious at that time for their amours ...: Grace Elliott or Eliot, née Dalrymple, known as 'Dally the tall', she holds a fan, turning her head in profile to the left, towards Perdita (Mary Robinson), who clasps her hands ecstatically; Lady Worsley sits on the right. In the centre gallery sit ex-ministers: North (left) and Fox (right) in the centre, North's arm on Fox's shoulder; Fox turns his head to North with an expression of satisfaction. Each rests his right hand on the railing in front of him, and these hands hold an inconspicuous thread which is attached to the nose of the Duke of Portland (left), who turns in profile to the right. On the right, a little apart, sits Burke dressed as a Jesuit (see British Museum Satires No. 6205) looking in profile to the right towards the Pope, who stands on the gallery, emerging from behind the curve of the balloon. He wears furred robes and his triple crown; as a pendant to him on the extreme left is the Devil looking towards the ministers with a pleased expression; over his arm he holds a net. In the lowest gallery sit celebrated quacks and other London characters. These are (left to right) "Vestina', the goddess of Health who advertised the virtues of the celestial bed (incorrectly said to have been Lady Hamilton), sits next her employer, Dr. Graham; they look at each other; she holds a sceptre wreathed with a garland. Jeffery Dunstan, Mayor of Garrat, stands, knock-kneed, with his sack over his shoulder in his accustomed attitude when calling 'old wigs'. Sam House sits resting a foaming tankard of porter on the railing in front of him, the tankard inscribed "House Ward[our] Stre[eet]". Katerfelto, turned in profile to the right, gazes up at the moon through his telescope; in his left hand is a paper, "Wonders, Wonders Most Wonderfull Wonders", the usual heading of his advertisements, cf. British Museum Satires No. 6162. His black cat sits on the railing facing him, saying, "are there Mice in the Moon Master". In the upper right corner of the design is the moon, a crescent-shaped profile inset in a circle, looking down at the balloon. The balloon is encircled longitudinally by eight ropes which meet in a knot beneath it and are there attached to four stouter ropes attached to the four corners of a platform which rests on the ground, from which the balloon appears about to ascend. On this platform is a tub inscribed "Vanity", bubbling over with soapsuds inscribed "Froth". Beside the platform (right) stands a Frenchman capering on one leg and flourishing a knife. He says, "Oh Begar dis be von fine Cargo." ... "Italian witnesses, in a large bare room or warehouse, where three are being washed in a large bath by Castlereagh, Sidmouth, and Liverpool. The bath is inscribed: 'Waters of Oblivion. Non mi Recordo [sic]--Ministerial Washing Tub--!' The three witnesses are villainous-looking, and coloured brown. Castlereagh empties a bucket over the head of one, saying: "Can the Etheopean change his Colour." Sidmouth, plying comb and scrubbing-brush, says: "Or the leper his Spots." Liverpool turns to a lawyer (right) saying: "I never had such a dirty job in my life." The lawyer, Gifford the Attorney-General, answers: "We must have them perfect in their Story before they go." He holds a document inscribed 'Milan' [see British Museum Satires No. 13755, &c.]. A second lawyer sits at his feet, mending a pair of breeches. He says: "They are truely a filthy set, we must clear them of Vermin." The discarded garments of the men in the tub lie on the ground, with combs, a lump of 'Itch Ointment', and a box of 'Sulphor'. There are also two boxes: one (left) of 'Windsor Soap', the other (right), 'New Rigging from Monmouth Street' (where second-hand clothes were sold). Three ragged ruffians wait their turn, seated on the ground. Two play cards; one says: "Quel Maledetto Sacco"; the other responds "Ah! quel Sacco" (the Green Bag, see British Museum Satires No. 13735). On the wall behind them hang 'Italian Masks and Daggers just imported.' A high shelf runs round the room, on which stand a pile of 'Dutch Cheese', bottles of 'Italian Oil' and 'Botled Frogs', casks of 'Shalots and Garlick', 'Sour Grout', 'Portable Soup', 'Salt Herrings', 'Butter', a huge basket of 'Eggs', and three jars of 'Pickle'. "John Bull, an ungainly yokel, short and stout, stands between Melville (left) and Pitt (right). Melville, wearing Highland dress, sits full face, vomiting a shower of guineas (as in British Museum Satires Nos. 10392, 10400) into a tub. Pitt, rather behind and in profile to the right, rests his elbow on a table and supports his head; a similar tub is before him on the ground. On the table are two large books, 'Debates' and 'Interest Tables'. In the foreground lies a large tankard inscribed 'Whtbr[ead]'. John holds a decanter of 'Conscience Emetic'; he grins, saying, "It do work em rarely to be zure it be better zo than having a continual load on the Stomach tho!" Melville says: "Mercy on me now sick I am! curse this Whitbreads Porter oh Billy, Billy, how is it we you Mon I shall disgorge every thing to the last Baubee!" Pitt, who is desperately thin, looks far more ill and miserable but is not vomiting; he answers: "O Lord afraid I shall reach my heart up by and bye!
