"A caricature of the famous scene in the House of Commons on 28 Dec. 1792. Burke (right) stands in profile to the left, his hands extended, having just thrown down the dagger, which lies at his feet; he looks with a contemptuous frown at Pitt and Dundas, who are seated on the Treasury Bench (left). On the extreme left the Speaker is represented by his hat, wig, and gown; his headlessness perhaps indicates Gillray's opinion of Addington. On the opposite side of the table Fox clutches his hat, looking at Burke out of the corners of his eyes with an alarmed expression; Sheridan, equally alarmed, clutches Fox's shoulder; behind them sits M. A. Taylor, clasping his hands. Burke, whose corpulence and a bag-wig suggest that he is now drawing funds from the Treasury, says: "There! that is what you are to gain by an alliance with France! - such are the Instruments with which they have determin'd the destruction of the Human race! - Three Thousand such Daggers are now manufacturing for this Country! - for where French principles are introduced, you must prepare your hearts for French Daggers! - Nineteen Assassins are already here, who aided & abbetted by wretches who do not believe in a God, are preparing to scour the filth from your Streets with the Blood of all who are Virtuous & Honorable!!" "The new Ministers (identified by inscriptions below the design) don the clothes of their predecessors. These are (left to right) the Chancellor (Eldon) on the Woolsack, in back view, wearing the wig, enormously elongated so that it trails on the floor, characteristic of Loughborough (cf. BMSat o. 6796): 'Lord L------gh------h's large Wig'. He says: "O such a Day as This, so renown'd so victorious, \ "Such a Day as This, was never seen!" His feet are pressed against the front bench. The principal figure is that of Addington standing in profile to the right on the 'Treasury Bench', inside an enormous jack-boot, reaching to his neck: over this hangs Pitt's far too large coat (the Windsor uniform, blue with red facings). His forehead disappears in a vast cocked hat, and his wig-bag is enormous. He is 'Mr Pitt's Jack-Boot'. He says: "Well! to be sure these here Cloaths do fit me to a inch! - & now that I've got upon this Bench, I think I may pass muster for a fine tall Fellow, & do as well for a Corporal, as my old Master, Billy, himself!!! - ". In front stands Hawkesbury, youthful, nervous, and almost tearful; he stands within the bulky breeches of his predecessor as 'Ld G - n - le's Breeches'; he says: "Mercy upon me! - what a Deficiency is here!!! ah poor Hawkee! - what will be the consequence, if these d------d Breeches should fall off in thy ''March to Paris", & thou should be found out a Sans-Culotte?" Lord Hobart, a very broad figure, 'Mr D-d-s's Broad Sword', stands full face, a curious divided petticoat (made out of Dundas's kilt) is buttoned under his arms, over a military coat. His head is overweighted by Dundas's large Scots cap; he stands defiantly, left hand on hip, in his right he holds erect a broad-sword dripping blood. He says: "Ay! Ay! leave Us to settle them all! here's my little Andrew Ferrara!!! - was it not Us that tip'd em the broadside in the Baltic? - was it not Us that gave ye Crocodiles a breakfast in Egypt? - I'm a Rogue if it is not Us that is to save little England from being swallow'd up in the Red Sea!!!" In the foreground (right) the fat, elderly, but comely Lord Glenbervie (who succeeded Canning as Paymaster General) sits on the floor in shirt and waistcoat, trying to pull on the pointed slippers which are far too long and too narrow for his gouty feet. He is 'Mr C-n-g's Old Slippers'. He says: "ah, Dam'n his narrow Pumps! I shall never be able to bear them long on my Corns! - zounds! are these Shoes fit for a Man, in present-pay Free Quarters". Behind him stand together the two new Treasury secretaries (John Hiley Addington, brother of the Minister, wearing spectacles, and Nicholas Vansittart). They wear the coats of their predecessors, which trail on the ground, and hold, like muskets at attention, two enormous pens. On the head of each is a vast round ink-pot: 'G. Rose's old Stand' and 'C. Long's old Stand'. They are 'Treasury Ink Stands'. Behind (left), partly hidden by Eldon and Addington, are two unidentified figures: a man wearing a large naval cocked hat, and a lawyer in back view. The former must be St. Vincent who succeeded Spencer at the Admiralty. The latter may be Law who became Attorney General. Between and behind Addington and Hawkesbury is a sulky-looking man in a military coat and an enormous busby in which is a huge pen: 'Wyndham's Cap & Feather'. Addington, scarcely caricatured, but wearing gloves, is the principal figure. He stands in profile to the right, right hand extended; in his left is the 'Treaty of Peace with ye Democratick ['Democratic' was then used as an equivalent of Jacobin, cf. BMSat 8310.] Powers'; from his pocket issues a paper: 'List of the new Administration'. On the front bench (left) next Addington's seat, marked by his hat, sits Hawkesbury, nervous and deprecating, legs crossed, crouching forward, holding his chin. Next him is a very fat man with gouty legs, his head concealed behind Addington, identified as Dickinson, see BMSat 9854. Just behind are Nicholls, clutching his cane, and Tierney (not caricatured), both gazing intently at Addington's back. Behind Nicholls is Wilberforce, much caricatured. A fat, youngish man, standing full face (right), resembles Lord Temple. Of the other heads gazing fixedly at Addington only Tyrwhitt Jones (see BMSat 9401 and Index) can be identified: according to 'London und Paris', Jekyll and Whitbread are there. "Britannia, massive, but childlike, sleeps in a large wicker cradle, rocked by Addington, dressed as an elderly woman, who is seated on a low stool (right). Hawkesbury, a thin and spinsterish nursemaid, (left) approaches the foot of the cradle holding out an ornate child's commode, inscribed 'French C . . k . . g Chair'. Behind the cradle appear the head and shoulders of Fox, looking furtively towards Britannia and Addington, while he hangs out napkins to dry on a cord stretched across the fireplace; one is 'French Cambrick'. Britannia sleeps with her thumb in her mouth, her right arm across the coverlet, holding her shield and spear; her uncovered shoulder shows that she is wearing a Roman corslet. The head of the cradle is inscribed: 'Requiescat in Pace'. Addington sings: "o, By - my Baby, my Baby, - o, By - in Peace! my dearee! - For such a sweet Nap as This, You never had, far nor nearee! - so. By - my Baby, my dearee!' On the ground is a casserole of 'French Pap'; on the plain chimney-piece are a bottle labelled 'Composing Draught' and a box of 'Opiate Pills'. Above it is a print of 'Buonaparte' playing a fiddle and capering ecstatically. On the wall (left) are a broadside: 'Rule Britannia . . . Britons never will be - ['slaves' torn off] and (right) a birch-rod tied with tricolour ribbon. "A view of the House of Commons showing only the Ministerial benches immediately beside and behind the Speaker's Chair, and, on the extreme right, the Speaker and the Clerk with part of the Table. Addington, scarcely caricatured, but wearing gloves, is the principal figure. He stands in profile to the right, right hand extended; in his left is the 'Treaty of Peace with ye Democratick ['Democratic' was then used as an equivalent of Jacobin, cf. BMSat 8310.] Powers'; from his pocket issues a paper: 'List of the new Administration'. On the front bench (left) next Addington's seat, marked by his hat, sits Hawkesbury, nervous and deprecating, legs crossed, crouching forward, holding his chin. Next him is a very fat man with gouty legs, his head concealed behind Addington, identified as Dickinson, see BMSat 9854. Just behind are Nicholls, clutching his cane, and Tierney (not caricatured), both gazing intently at Addington's back. Behind Nicholls is Wilberforce, much caricatured. A fat, youngish man, standing full face (right), resembles Lord Temple. Of the other heads gazing fixedly at Addington only Tyrwhitt Jones (see BMSat 9401 and Index) can be identified: according to 'London und Paris', Jekyll and Whitbread are there. On the left Pitt sits in profile to the left before an enormous kitchen fire, over which hangs a giant cauldron; he blows the fire with bellows, saying, 'I dont know how it is - but I manage this Soup business rather awkwardly - I suppose it is from being so much used to the stewing and Broiling line.' Addington, who wears the Speaker's wig with apron and over-sleeves, and holds a long ladle, says: 'Though I say it that made it - you never tasted better soup in your life'. Windham (right) stands in profile to the left his knees flexed, saying, 'O' Mr Bull - Mr Bull - if you have any regard for your Constitution - dont touch it - the Cayen of Jacobinism flavours every spoonful - and the Fire that boil it I consider as a Funeral Pile for all your well wishes - do Johnny take some of my Cheese-parings - they are very wholesome, and easy of Digestion.' From this rises a cloud inscribed 'PEACE' which frames a skeleton (of Britannia). Its long hair shows that it is that of a woman; in one hand is a trident, in the other her shield. From the pot issue the tail and one paw of the British lion. His decollated head lies on the ground (right); on it stands a crowing Gallic cock wearing a tiny bonnet rouge. "Britannia, terrified, faint, and dishevelled sits on the ground supported by Addington and Hawkesbury, and defended by Sheridan, a Silenus-like and ragged Harlequin. They are on the coast towards which are advancing many rowing-boats filled with little French soldiers. Napoleon stands with drawn sword in the foremost boat, a tiny figure with a large head and no body, to show that he is Nobody, as in BMSat 5570, &c. The distant French coast (right) is covered with troops marching towards the shore. Clouds of smoke rise from the beach, which is concealed by the foreground. Britannia, wearing Roman dress with cothurnes, raises her arms, and shrieks (parodying Hamlet): "Doctors & Ministers of dis grace defend me!" The 'dis' is scored through but conspicuously legible. Addington holds a bottle of Gunpowder to her nose, and looks in alarm at the approaching army. He says: "Do not be alarm'd my dear lady! the Buggabo's (the Honest Gentlemen, I mean,) are avowedly directed to Colonial service, - they can have nothing to do Here - my Lady! - nothing to do with Us! - do take a Sniff or two, to raise your Spirits, and try to stand, if it is only upon One Leg!" Hawkesbury looks down with deep melancholy, supporting her (cracked) shield, and holding her (damaged) spear. He wears regimentals, cocked hat, and shapeless boots; he stands with arms akimbo, sabre in his hand; from each pocket projects a medicine-bottle, one labelled 'Composing Draft', the other 'Stimulating Draft'. He looks at Napoleon with a chop-fallen stare, saying, "who's afraid? damme? - \ O Lord. O Lord - what a Firey Fellow he is! \ - Who's afraid? damme? \ O dear! what will become of ye Roast Beef? \ damme! who's afraid? \ O dear! O dear." "By the efforts of Pitt, who directs Addington, and of a jester wearing cap and bells, an earthenware jug representing George III is lowered into the sea and fatally damaged by striking a rock inscribed 'Malte'. 'Addington' is a man of straw (his body formed of a bundle of straw), a puppet attached to a pole placarded with his name; Pitt (left) pulls threads attached to the dangling arms and legs, but looks round horrified at the disaster resulting from his machinations. The jester crouches on a rock (right); under his foot is a document: 'Traité d'Amiens' [see British Musueum Satires No. 9852, &c.]; he holds in both hands the rope, lowering the royal pitcher, but the other end of the rope is round Addington's hand and thus is manipulated by Pitt. Malta is a small castellated island with a church and a sharp rock which has gashed the pitcher just where it is decorated with a dog-like lion from whose head a crown falls. Its dilapidated tilt is much patched and is labelled 'British State Waggon 1804'. The wagoner, Addington (r.), kneels on an adjacent bank, and shouts to a fat and jovial John Bull, dressed as a volunteer, who stands on the opposite bank of the deeply sunken lane, his bulldog beside him. Addington wears a smock, but his powdered hair is in a black bag. Next, Grey turns his head towards the haughty Buckingham, who wears spectacles and a Garter ribbon. Their backs are turned to the main group of four: Fox, with a foreleg placed on Grenville's shoulder looks up affectionately at the latter, who responds with a complacent smile. Pitt watches the pair with haughty benignity; Canning, behind, watches them intently. On the extreme right. "The 'Gods', Hawkesbury, Addington, St. Vincent, lean down from the clouds to defend the 'Treasury' against the assault of the 'Giants', different groups of the Opposition forming a pyramid in the lower, and larger, part of the design. [These identifications are those of Miss Banks (on a B.M. print) confirmed by Lord Holland, who omits Lord Spencer but adds Tierney, called by Miss Banks 'no particular person'. The identifications of Wright and Evans are in several cases incorrect. Grego substitutes Lord Mulgrave for Dr. Lawrence (or Spencer) and omits Spencer and others. Lord Holland notes that only the portraits of Pitt, Addington, Fox, Norfolk, Buckingham, Grenville, and Derby are like their subjects.] These are grouped on rocks, and are naked or nearly so (with one exception). At the apex of the pyramid are Pitt and Dundas, smaller and less dangerous than Fox in the foreground (left). Pitt, much emaciated, stands with legs astride, looking up, and about to hurl a large bundle of papers: 'Knock-down Arguments'; two similar bundles lie at his feet: 'Death and Eternal Sleep' [cf. BMSat 8350], and 'Coup de Grace'. He wears a military cocked hat, jack-boots, and a sword-belt from which hangs a sabre, indicating his volunteer activities (see BMSat 10113, &c); round his loins is a girdle of grapes and vine-leaves (cf. BMSat 8798). Melville (Dundas), behind and below Pitt, raises a sword inscribed 'True Andrew-Ferrara' and a shield; he wears a Scots bonnet; a tartan plaid and kilt adorn his burly nudity. At Pitt's feet stands Wilberforce, a dwarf, holding a large volume, Duty of Man, and directing upwards a fountain which can never approach the clouds. On the lower part of this rock stands Canning, in an attitude like that of Pitt, prepared to hurl a bulky sheaf of papers: 'Killing Detections'; he registers sly amusement, and wears a girdle of feathers suggestive of a Red Indian. From behind the rock appear two shadowy figures, each with the pen in his mouth that indicates a Treasury secretary; one prepares to hurl a bundle of 'Charges', the other, below him, has a bundle of 'Long Charges'. They are Rose and Long, ex-Treasury secretaries, see BMSat 9722. In the foreground (left) is a lower rocky platform on which the obese Buckingham and his burly brother Lord Grenville hold up Fox by the legs. Fox, bulky and hairy, fires a blast of flame, smoke, and bullets from a blunderbuss', doing more execution than all the others together. He is completely nude; drapery hangs from the shoulders of his two supporters, and the pompous Buckingham wears spectacles and Garter ribbon. All register satisfaction, rather than ardour like the Pittites. Beside their rock, and on the extreme left are supporters of Fox: Norfolk with a kettle-drum slung from his neck on which he is performing with two wine-bottles (cf. BMSat 9261). Behind him is Carlisle, banging a marrow-bone on a cleaver inscribed 'Coalition Roast Beef' [reminiscent of the Foxite butchers at Westminster elections]. The profile of Burdett is on the extreme left; he wears a hat on which is a ribbon: 'no Bastile' [see BMSat 9878, &c], and holds a fringed banner on which are equally balanced scales and the motto 'In hoc Signo Vinces' [cf. BMSat 10416]; on its spear-point is poised a cap of liberty terminating in the bell that indicates Folly. "A burlesqued illustration of the quotation from 'Paradise Lost' etched below the design ... In the upper left corner of the design, and in the background, an aged St. Peter holds open a small arched door, putting one of his three massive keys into the lock. The irradiated doorway is 'Popish Supremacy'; through it is seen a table, also irradiated, spread with loaves, fishes (cf. BMSat 10697), and wine. A golden staircase receding in perspective ascends in a curve to the door from the summit of the globe, on which 'Ireland' (the more conspicuous) and 'England' are marked. A procession of petitioners winds up the globe from the lower margin of the design; its leaders have begun to ascend the stairs but have been struck by three mighty blasts of wind. These issue from the mouths of Pitt, Hawkesbury (just below), and Sidmouth (considerably lower) Their profile heads emerge from dark clouds on the extreme left. The blasts have overthrown the leading petitioners: Grenville, in bishop's robes, staggers back with outstretched arms, his crozier and mitre fall, and the Catholic Petition blows from his hands, tattered by the wind, in a stream of 'popish' objects which slants upwards across the design. Immediately behind him, full face, the spectacled Buckingham staggers backward. He is dressed as a monk. In front of the two brothers Moira has fallen on his back on the third stair, kicking wildly, his upright l. leg expressing his characteristic stiff rigidity. He stands like a waiter with a napkin, marked with a crown and 'GR', under his left. arm; the bottle is between his bent knees, and in his right. hand is a corkscrew, held directly over the bottle. Similar bottles, corked and labelled, stand on the Opposition benches. In the foreground, facing Pitt, are bottles containing the heads of (l. to r.) Tierney, labelled 'a Glass of All-Sorts', Fox, labelled 'True French Wine' [see BMSat 9735, &c], Windham, labelled 'Brandy and Water', and in profile to the left., Grey, labelled 'Goosberry Wine'. All look up at Pitt with anxious melancholy. Rows of bottles recede in perspective on the back benches; only three contain heads: a melancholy profile (see BMSat 10372) of Burdett, labelled 'Brentford Ale' [the polling place for Middlesex], Erskine, labelled 'Spruce Beer' [frothy explosive stuff], and behind these two a partly concealed profile labelled 'Elder Wine'. "A burlesqued illustration of the quotation from 'Paradise Lost' etched below the design ... In the upper left corner of the design, and in the background, an aged St. Peter holds open a small arched door, putting one of his three massive keys into the lock. The irradiated doorway is 'Popish Supremacy'; through it is seen a table, also irradiated, spread with loaves, fishes (cf. BMSat 10697), and wine. A golden staircase receding in perspective ascends in a curve to the door from the summit of the globe, on which 'Ireland' (the more conspicuous) and 'England' are marked. A procession of petitioners winds up the globe from the lower margin of the design; its leaders have begun to ascend the stairs but have been struck by three mighty blasts of wind. These issue from the mouths of Pitt, Hawkesbury (just below), and Sidmouth (considerably lower) Their profile heads emerge from dark clouds on the extreme left. The blasts have overthrown the leading petitioners: Grenville, in bishop's robes, staggers back with outstretched arms, his crozier and mitre fall, and the Catholic Petition blows from his hands, tattered by the wind, in a stream of 'popish' objects which slants upwards across the design. Immediately behind him, full face, the spectacled Buckingham staggers backward. He is dressed as a monk. In front of the two brothers Moira has fallen on his back on the third stair, kicking wildly, his upright l. leg expressing his characteristic stiff rigidity. He wears a surplice over regimentals and spurred boots, and his sword has broken. He has dropped the halter of the Irish bull on which sits Fox, dressed as a cardinal, the central figure of the design. The bull, snorting flames, rears violently, throwing Fox back into a horizontal position. Round its neck is a tricolour ribbon inscribed 'Order of St Patrick', from which hangs a medal with a profile of 'Buonaparte'; on its head is a bunch of shamrock. Fox is a Papal Legate; he is about to fall, and drops his triple cross to which is attached a tattered tricolour banner, inscribed 'Catholic Emancipa[tion']. His cardinal's hat flies off; from his left hand blows a document with many seals: 'Hierarchical Powers of ye Legate-Cardinal Volpone'. Mrs. Fitzherbert, a Mother Abbess, has fallen headlong from the stairs on to the globe. Her r. hand is on Ireland, resting on an open book: ' . . by the Brighton Abbess System of Education for the benefit of Protestant Children'; her left wrist is on England. "On the left. Fox stands at his tavern-door, which is at r. angles to the front of the house (r.), where a large open sash-window faces the spectator. Below the window is a large inscription: 'C. J. F & Co. Dealers Rectifiers and Compounders [the 'nf' of 'confounders' is scored through, and replaced by 'mp'] of foreign Spirits'. Beside the window are chequers, indicating the sale of ale; below them: 'Whitbreads intire' [cf. BMSat 10421]. Over the door is the sign: a crown, and 'The Case is Altered' [cf. BMSat 9714], with a bunch of grapes indicating the sale of wine. Fox, very neat and debonair, with a napkin under his arm, a corkscrew in his coat-pocket, a typical tavern-keeper or head-waiter, smiles at a ragged, Bohemian-looking fellow, who approaches him, with outstretched left hand, a large book under his right. arm inscribed 'Pl[an] of Reform'. The ragged reformer says: "Ah! Citizen, how do you do. I've just finisd my plan of Reform, and as you have no plan we can as well be going on with that as doing nothing." Fox, his hand thrust in his coat-pocket, answers: "Citizen!!! we-go-on-with your plan!!! I dont understand you Oh!. I suppose you mean what I used to gammon my Custommers with when I lived over the way, but that sort of fun wont do now, we are all different people!" Within the open window members of the new Ministry are seated drinking, as if at a tavern-club meeting, with Erskine, wearing a hat and Chancellor's wig and gown, in the chairman's seat, which is surmounted by the Prince of Wales's feathers (see BMSat 10525); he holds the mace. "Fox, as the Devil, has sprung into the air, supported by small feathered wings inscribed 'Honesty' and 'Humility' and by two stout crutches, which rest upon dark clouds. He has a heavy hairy body with cloven hoofs, and wears a bonnet rouge with tricolour cockade and the triple plume of the Prince of Wales. The two crutches have the heads, respectively, of Sidmouth (left) and Grenville. He wears a long narrow cloak with a tricolour collar; it is inscribed 'Loyalty, Independence & Public-Good'. The end of this is clutched by John Bull, a fat 'cit' (resembling John Gilpin, see BMSat 6886, &c), who is drawn up into the air, losing hat and wig. Fox says, looking over his right shoulder with a sinister grin: "Come along Johnny! - take fast hold of my Cloak, & I'll bring you to the land of Milk & Honey!!!" The terrified John answers: " - O yes, I will try to holdfast! - but I'm damnably afraid that your Cloak may slip off before we get there, & I may chance to break my Neck!" Below John's feet and at the base of the design (left), are the roofs of London, including the top of the gateway of St. James's Palace and the dome of St. Paul's. Fox is flying towards the façade of Carlton House, which emerges from clouds; over its roof rises a sun emitting rays, the disk inscribed 'New Constitution'. Above the colonnade is the inscription 'Carolus. II. Redimmus'. Resting on the clouds below Carlton House are three tiny scenes: 'Liberty': two gamblers throwing dice, one Sheridan the other the Prince; men watch them. 'Chastity', the Prince and Mrs. Fitzherbert, indicated by feathers in her hair, embrace on a sofa. 'Temperance', men carouse at a round table; one sprawls on the floor. Fox, as the Devil (cf. BMSat 6383, &c), under the cloak of patriotism, is carried to power by two props, Sidmouth and Grenville, on whose coalition with the Foxites the new Ministry, see BMSat 10531, &c, is. based. This relies not on St. James's but on Carlton House, the secrets of which, as in Le Sage's story, are revealed in three scenes satirizing the life of the Prince. "The beam of a pair of scales is suspended from a vertical bar terminating in a ring which encircles one of many solid rays from a large sun (l.) surmounted by the Prince of Wales' coronet and feathers. The 'Rising-Sun' (see BMSat 10258) is partly obscured by dark clouds, but its rays extend across the design and illuminate especially Sidmouth and Ellenborough. The former is poised triumphantly on the cross-beam, depressing the r. scale with his foot, while he holds on his shoulders Ellenborough in judge's wig and gown, who manipulates the scale in the same direction. This lower scale contains the 'Broad-Bottomites' ie the Grenvillites, or New Opposition, the other, the 'No-Bottomites', i.e. the Foxites, or Old Opposition. In the latter (l.) the occupants hold the ropes with expressions of anxiety; the inscription suggests that they lack 'bottom' or endurance (a pugilistic phrase). Fox is the most prominent, between Erskine (l.), in Chancellor's wig and gown and with the Purse of the Great Seal, and Grey (r.). Moira, in cocked hat and regimentals, stands stiffly behind. Fox and Grey have bonnets rouges but do not wear them. The other bowl contains Grenville, one hand on his fat nephew Lord Temple; the heavy posteriors for which the family were noted take up much of the bowl. Windham waves his hat triumphantly. Of two other partly obscured occupants one resembles Lord Henry Petty. The scales are suspended above the curve of the globe on which Great Britain and the Continent are indicated. Behind the North Pole (r.) is a setting sun containing a royal crown; its feeble rays are outshone by the heavy beams of the rising sun (or son). Both Fox and Grey look into a large pier-glass on the extreme left., whose frame is surmounted by the Royal Arms and Prince's feathers, indicating Carlton House and the Prince's 'ostentatious patronage' of the new Ministry. On a chair are the coat (blue with red facings, the Windsor uniform) and feathered cocked hat which he is about to put on; against it leans a sword with a jewelled hilt, while his discarded coat and bonnet rouge with tricolour cockade lie beneath it. Beside him stands the taller Grey, brushing his teeth. He wears naval uniform (as First Lord) Behind him, also in profile to the left., stands Sidmouth (Lord Privy Seal), his head and shoulders the centre of clouds of powder, which Vansittart is puffing at him from a powdering-bag. Windham (Secretary for War and Colonies), behind him, sits full face over a tub, washing his feet; he wears waistcoat and rolled-up shirt-sleeves; his hat and stockings are on the ground. Next is the centre figure, Lord Grenville (First Lord of the Treasury), in shirt and bag-wig, hitching up his breeches, and thus accentuating his heavy posteriors, which gave a second meaning to the term Broad-bottom Ministry (see BMSat 10530). Moira (Master of the Ordnance) stands stiffly with his back to the wall, tying his high black stock. He wears regimentals with boots and cocked hat. The Duke of Bedford, very neat in shirt and breeches, sits on a stool pulling on a top-boot, resting his leg on the left shoulder of Tierney, who sits at his feet, drawing on a Hessian boot. Both are in profile to the right., and are preparing for a journey to Ireland. Beside Bedford are two papers: 'New way of Improving the Irish-Breed of Black Cattle' and 'Road from Wooburn Farm to Ireland' [on this Tierney is sitting]. Behind Bedford, Sheridan struggles into a shirt; on the wall hangs his discarded Harlequin dress with mask and wooden sword (see BMSat 9916). Lord Spencer (Home Secretary), behind and on the r. of Sheridan, in waistcoat and shirt-sleeves, washes his hands in a basin on a table. On the extreme right. is the corner of a dressing-table, in the mirror of which Erskine delightedly adjusts his hat over his Chancellor's wig. He wears an enormously long Chancellor's gown with the Purse of the Great Seal hanging from his arm. Behind him on the wall hangs his discarded barrister's wig. "An old sow lies exhausted on a pile of straw outside a sty roofed with dilapidated thatch. She is beset by thirty-two voracious piglets with human heads. [The identifications are those of Miss Banks, confirmed by Lord Holland. The identifications of Wright and Evans are incomplete; Ellenborough is called the Speaker.] John Bull, a clumsy yokel in a smock, holding a pitchfork, looks over the low stone wall surrounding the sty. He exclaims: "O Lord - O Lord! - well! - I never had such a Litter of hungry Pigs in all my life before! - why, they's beyond all count! - where the devil do they think I shall find Wash & Grains for all their Guts? - zookers, why they a drain the poor old Sow to an Otomy! - 'e'cod She'll make but bad Bacon for Boney, when they's all done sucking o' her - !!!' In the centre of the struggling mass of pigs is Fox with Grenville on his left. and Grey on his right. He bestrides the Duke of Clarence, whose hind-quarters only (clad in blue and buff) are visible, and supports his right. hind-leg on the back of the Prince of Wales, who is in back view but wearing a ribbon and unmistakable. Grey also clambers over the Prince. On Grenville's l. is his fat nephew, Lord Temple. The head next Grenville is that of Sidmouth, across whose back Lord Henry Petty scrambles open-mouthed. Above Petty, Sheridan scrambles avidly over the sow; Erskine, in his Chancellor's wig scampers over the sow's hind leg. Lauderdale, whose body is chequered to indicate tartan, is behind Grenville, next him (l.) is Vansittart; on the left of the latter is a group of three plump pigs one with the head concealed, the others smiling with complacent anticipation; they are Sir Watkin Williams-Wynn and his two brothers, see BMSat 9760, &c. Behind them (l.) three pigs scamper towards the sow (l. to r.): Tierney, the Duke of Bedford, and Lord Derby. Behind again, and on the extreme left. are five rather smaller animals: George Walpole, Adair (half cut off by the margin), Burdett, Horne Tooke wearing clerical bands, and Lord Carlisle. On the r. of Grey and the Prince are Lord St. Vincent, with a foreleg on the Prince, Courteney, a foreleg on Grey, Lord Spencer who has secured a teat, and Windham who clambers downwards from the sow's shoulder. Between Courteney and Spencer is a pig whose head is concealed, 'not meant for any body'. "The stage, flanked by the stage-boxes, extends across the design, the base of which is the orchestra, where the new Ministry perform. George III has stepped on to the stage from the royal box (l.) and confronts Napoleon, who stands arrogantly upon clouds and points to an enormous scroll held up by Talleyrand. This stretches across the cloud to rest on the stage. The Emperor, in uniform, with spurred jackboots and wearing a large, feathered bicorne, holds a sword in his right. hand and says fiercely: "There's my Term's." The King, who wears uniform with a small cocked hat and buckled shoes, holds his sword against his shoulder. He inspects the scroll through his glass, saying: " - Very amusing Terms indeed! - and might do vastly well with some of the new-made little Gingerbread kings [see BMSat 10518] - but WE are not in the habits of giving up either "Ships, or Commerce, or Colonies", merely because little Boney is in a pet to have them!!!" The scroll is inscribed: 'TERMS OF PEACE - Acknowledge me as Emperor - "mantle your Fleet, - Reduce your Army - Abandon Malta & Gibraltar, - Renounce all Continental Connection - Your Colonies I will take at a Valuation, - Engage to pay to the Great-Nation for 7 Years annually £1.000.000. and Pace in my Hands as Hostages the Princess Charlotte of Wales, with Ten of ye late Administration whom I shall name.' Talleyrand kneels on one knee, displaying a deformed l. leg, on a cornupia which rests on the clouds that support Napoleon. He wears a long gown with a rosary (denoting the ex-Bishop of Autun); a pen is behind his ear. From the cornucopia papers, money-bags, and coin pour down on to the stage. The papers are: 'Address to the Papists'; 'Loan to the - ['Prince' implied, cf. BMSat 6945]; 'To the United Irishmen'; 'To the London Corresponding Society'; 'The Press'; 'The Argus'; 'For the Whig Club'; 'To the Army; 'To the Navy', 'To [the] Volunteers'. Money-bags are labelled: 'Maynooth [word illegible]', 'Horne Tooke', 'Morning Chronicle', '[Cobbett's] Weekly Register', 'Thelwall.' Immediately behind Talleyrand, and also on the Napoleonic clouds crouch Arthur O'Connor, looking down conspiratorially at Fox in the orchestra below. His words extend in a long label towards Fox: "Remember m Friend your Oath, - " Our Politicks are the same!"" He holds a paper: 'at Maidstone Not Guilty - N.B - my Confederate Quigley only, was Hanged there.' Behind Talleyrand and O'Connor three desiccated corpses wearing French Grenadier's uniform hold up three eagles to each of which a banner is attached: 'Army of England', 'Army of Ireland', 'Army of Scotland'. "On the r. a rustic fountain gushes from the mouth of Lord Henry Petty, whose head and shoulders emerge from a stone wall or rock surrounded by trees. The water expands and falls by billowing stages into a sea, the horizon (l.) inscribed 'Unfathomable Sea of Taxation'. In this sea 'cormorants', with human heads and huge beaks (projecting from their profiles) and pelican-like pouches, are greedily fishing, while a rowing boat founders, throwing into the water John Bull, who drops an oar inscribed 'William Pitt'; only his head (submerged up to the mouth) and arms emerge. The water from Petty's mouth is inscribed (thrice) 'New Taxes'; the upper level of the fountain: 'New Salt Tax', 'new Coffee Tax', 'new Tea Tax', 'new Hop- Tax', 'new Malt-Tax', 'new Assessed Taxes', 'New Tax on Sugar', 'New Spirit Tax', 'New Tobacco Tax', 'New Candle Tax', 'New Glass Tax'. The lower level: 'new Cyder Tax', 'New Soap Tax', 'New Auction Tax', 'New Table Beer Tax', 'New Snuff Tax', 'new Horse Tax', 'new Servants Tax', 'new Leather Tax', 'new Dog Tax', 'New Hair Powder [Tax]', 'new Soap Tax', 'new House Tax', 'new Land-Tax', 'New Stamp-Tax', 'new Window Tax', 'New Hat Tax'. The most prominent bird is Grenville, on a rock by the water's edge; he stands on a pile of large fish, and throws up his head to swallow two monster fish: 'Treasury' and 'Exchequer'. Behind his back stand Sidmouth and Sheridan, greedily taking fish from Grenville's pile. Beside Grenville stands Fox, equally large, stooping over the water, to receive a dense mass of fish which leap as if by suction into his mouth; other fish swim and leap towards him. Beside Fox is the head and elongated neck of Moira, with a large lobster in his beak. On the extreme left. Windham skims the water, flying towards a number of crabs. Grey (Lord Howick) swims, holding in his beak two eels. A bird in judge's wig has dived head first; its solid shape suggests Ellenborough rather than Erskine. On the r. three birds skim downwards over the rocks towards Sidmouth; they are Bedford followed by Horne Tooke (wearing bands, cf. BMSat 9716, &c.) and Burdett. On the water's edge in the middle distance stands Buckingham, wearing a ribbon and swallowing three large fish. Little Lord Derby beside him stoops for one small fish. In the sky a flight of countless birds makes for the fish. "Grenville (r.) displays a dancing bear with the head of Fox enclosed in a muzzle. He holds a chain attached to the muzzle and a long heavy staff: 'Cudgel for Disobedient Bears'. The bear obediently and clumsily repeats the dancing-step of his master; he holds in both paws his bonnet rouge trimmed with tricolour, and tramples upon two torn and discarded songs: 'Caira, Ca . . .' [see BMSat 9735] and 'A Begging we will go' [an allusion to the subscription raised for Fox in 1793 [This is confirmed by Lord Holland.]: see BMSat 8331, &c., and cf. BMSat 9885]. The bear and Grenville face each other in profile; the latter is neatly dressed, wearing top-boots with round hat and bag-wig. In his pocket is a book: 'Rewards for Obedient Bears'. He says: "dont be afraid of my Bear, Ladies & Gentlemen! \ "I have tamed & muzzled tarn, & reformed his Habits." The rest of the troupe is on the left, behind the bear's back. An ape with the head of Lord Henry Petty, and wearing the gown of the Chancellor of the Exchequer, capers in time, clasping the bear's stump of tail, and holding up, with a delighted grin, a fool's cap trimmed with bells. The music is provided by Sidmouth, a ragged fiddler, with a patch over eye. He stands on the pavement, his head in profile to the right., wearing cocked hat, bag-wig, and Windsor uniform, with tattered breeches, and a foot projecting through a remnant of boot. His r. knee rests on a wooden leg or stump. He plays 'God save the King' [as a protégé of George III]; from his the pocket hangs a paper: 'Pray remember your poor and Old Blind-Fiddler'. On the wall behind him are three bills: (1) 'Pro Bono Publico - Superbly fine Exhibition, at the Bear Garden, Broad-bottom'd Alley. - Orpheus Charming the Brutes, with a Grand Accompaniment by Dr Sangrado [Sidmouth]'.
