"A scene in the House of Commons, showing the Ministerial benches, with the Speaker's Chair and the Table partly cut off by the right margin. The Speaker (Manners Sutton) and one of the Clerks are just within the design. Castlereagh is speaking; he stands in profile to the right, hat in hand, with the Pope on his shoulders. The Pope holds crosier and keys, and wears an odd tiara. A demon crouches on his shoulders dressed as an acolyte, but displaying a cloven hoof; a mask with bland features (a device deriving from Gillray, cf. British Museum Satires No. 11384) is tied in front of his black horned head; he holds up a lighted candle, and clutches the Pope's hair. Castlereagh, with a blandly disingenuous smile: "I have the authority of the Head of the Catholic Church, for saying that there is no solidity in the objection taken on the other side: thus I am legislating with the Pope at my back!!!" The benches behind Castlereagh are crowded; the members listening intently; all wear hats, except Peel who sits immediately behind Castlereagh's empty seat, on the corner of which he has put a hat, inscribed 'Peel'. He looks up to say: "I hope that when the noble Lord observed that [he was legislating with the Pope at his back] he had no allusion to me, even if the noble Lord were willing to put the Popedom in Commission, I should not be willing to accept the office of one of the Commissioners." The locks already cut are on the ground inscribed respectively 'Sheridan', 'Norfolk', 'Moira', 'Holland', 'Erskine'. She is about to shear off one inscribed 'Grenville'; the last, 'Grey', is still on his head. The Prince, who is conventionally handsome, and wears uniform, holds a paper signed '[Gren]ville / Grey'; his garter, inscribed 'Honi so . . .', is loose, and his left hand hides the star on his breast. Lord Yarmouth (right) stands holding a guttering candle; he points to the uncut lock, saying, "Don't forget that lock laying [on] the shoulder its Grey dy'ye see!" He acts at the direction of a boy (Prince William of Gloucester) wearing the gown of (?) a fellow commoner over a coat with a star, who stands (right) in profile to the left, stretching his right arm with an autocratic gesture; a spaniel licks his feet. A stout parson seated behind him on the extreme left scowls and clenches his fist at the scene. The lady (the Duchess of Gloucester) sits between a fashionably dressed undergraduate wearing the gown of (?) a fellow commoner, and a stout parson who holds up his hands in astonishment. The undergraduates and some of the parsons appear amused, others frown disapprovingly. "Sheridan, a candle in each hand, shambles before the royal party, ushering them through the theatre and looking over his shoulder with an expression of exasperated anxiety. The King, in back view, turns to the Queen, saying, "I like the Author very much - took him for a Jacobin - no such thing - quite a different man - brim full of loyalty - I'll certainly come again!!" Behind the pair Salisbury, the Lord Chamberlain, walks stiffly, holding his staff and wearing his gold key. He is followed by one of the Princesses (Augusta Sophia), walking with the Prince of Orange, whose portly contour and sulky profile with closed eye appear on the extreme left.
