"Frontispiece to 'All the Talents', 18th edition, satirical verses by 'Polypus', i.e. E. S. Barrett, attacking the late Ministry. The print (Hogarthian in manner) has little relation to the verses, and is probably adapted from an earlier satire, perhaps on Bute. A creature with the body of a man and the face of an ape, with a tail, tramples on burning papers. It wears spectacles, a large wig, bands, old-fashioned laced coat (with a star), and tattered breeches. On one foot is a shoe; the left. leg is in a large jack-boot (? originally an emblem of Bute). In the right hand is a crozier with which he pulls down two books from a shelf: 'Magna Charter' and 'Coronation Oath'. Behind him a musket inscribed 'Army', the barrel pointing upwards, is firing a blast at the falling books. His left hand rests on a book or ledger, open on a book-stand, in which he writes with the feathered end of his pen. The page is headed 'Finance'; from the book hangs a paper: 'Country Dances'. The burning papers are inscribed 'Negotiation' [bis], 'Sinecures'. He is smoking a pipe from which thick clouds of smoke rise and obscure a profile bust portrait of Pitt. "Melville, protected by Justice, stands on the 'Rock of Innocence' (l.) firing two cannon at a man-of-war, 'The Impeachment', which has already foundered on the 'Rocks of Honor and Justice'. In the foreground (l.) a bear, Whitbread (not Fox as Wright and Evans say), stands despairingly in his boat which is about to be swamped. It is in the form of a shallow tub (a brewing utensil), and is 'The Vanity-Cooler'. A pennant, 'Vanity', streams from the mast. The tattered sail is formed of papers patched together and inscribed 'Ist Report' ['. . . 2nd', '3d', &c] to '10th Report'. Whitbread's broken oar, inscribed 'Popular Clamour', falls from his paw. The boat will founder despite the efforts of three winds to fill the sail and take it into calmer water. These are heads with butterfly wings (l.) and are (l. to r.) Stanhope, Wilberforce, and Derby. Melville, in profile to the right., a stalwart figure in Highland dress with thistles in his feathered bonnet, holds a flaming torch in each hand, one 'Truth', the other 'Reason', and puts them to the touch-holes of two cannon, 'Adam' and 'Plomer'. He is lit by rays which descend from behind a swirling cloud, taking the form of wings, from which two arms emerge: in the r. hand is a pair of scales inscribed 'Impartiality'; a paper inscribed 'Integrity' outweighs 'Defamation'; on the left arm is a shield inscribed 'Justice' which is held over Melville. The blasts from the cannon are striking the battered ship; she heels over, still flying a tattered tricolour flag of 'Faction' [repeated thrice]. Two of the crew are in the water: Sidmouth, in the foreground (r.), clings to a 'Broad-Bottomd Goose-Coop' [cf. BMSat 10530], from which three cackling geese thrust their heads; it has a (tricolour) label inscribed (?) 'C. J Fox [scored through] Downing . . . [Street]'. Behind him Lauderdale's head and arms emerge from a wave, desperately trying to reach a floating barrel of 'East India Roupees'. "Fox and his wife, facing the spectator, sleep in a magnificent , ducal bed, whose head and curtains form a background to the design. They disturbed by nightmares. Fox extends both arms in gloomy terror as Naooleon springs on his bed (r.) and seizes the collar of his night-shirt, the other side of which is tugged at by the ghost of Pitt (l.) who floats towards him dressed in a shroud, and supporting the curtain with his left. arm. Pitt exclaims: "Awake, arise, or be for ever fall'n!" Fox's head is jerked forward, his hair rises, and his (bonnet-rouge) night-cap falls off. Napoleon leaps from a cannon on which his left. toe rests. It is inscribed 'Pour Subjuguer le Monde' [cf. BMSat 10599, &c.]. Behind it, and forming a background to the right. of the design, are clouds of fiery smoke, from which emerge a forest of spears with an imperial eagle topping a banner inscribed: 'Horrors of Invasion'. Napoleon wears his feathered bicorne with spurred jack-boots and raises his sword fiercely. An eagle whose (tricolour) collar is inscribed 'Prussia hovers menacingly over Fox'. The fringed bed-cover is covered with a pattern of roses; from under it (l.) project heavy jagged thorn-branches with a few roses; the branches are inscribed: 'India Roses', 'Emancipation Roses', 'French Roses', 'Coalition Roses', 'Volunteer Roses'. A ghastly creature, Death, crawls from under the coverlet, which rests on the carpeted floor: a grinning skull-like jaw appears; a corpse-like arm holds up an hour-glass whose sands are almost run out. Round the arm is twined a tricolour ribbon inscribed 'Intemperance', 'Drosy [sic]', 'Dissolution'; its r. hand clutches a spear. A bull-dog, its collar inscribed 'John Bull', snarls savagely at Napoleon, resting its fore-paws on the foot of the bed: it befouls a paper: 'List of the N[ew] Broad-Bottom Administr[ation] [cf. "Fox, as the Devil, has sprung into the air, supported by small feathered wings inscribed 'Honesty' and 'Humility' and by two stout crutches, which rest upon dark clouds. He has a heavy hairy body with cloven hoofs, and wears a bonnet rouge with tricolour cockade and the triple plume of the Prince of Wales. The two crutches have the heads, respectively, of Sidmouth (left) and Grenville. He wears a long narrow cloak with a tricolour collar; it is inscribed 'Loyalty, Independence & Public-Good'. The end of this is clutched by John Bull, a fat 'cit' (resembling John Gilpin, see BMSat 6886, &c), who is drawn up into the air, losing hat and wig. Fox says, looking over his right shoulder with a sinister grin: "Come along Johnny! - take fast hold of my Cloak, & I'll bring you to the land of Milk & Honey!!!" The terrified John answers: " - O yes, I will try to holdfast! - but I'm damnably afraid that your Cloak may slip off before we get there, & I may chance to break my Neck!" Below John's feet and at the base of the design (left), are the roofs of London, including the top of the gateway of St. James's Palace and the dome of St. Paul's. Fox is flying towards the façade of Carlton House, which emerges from clouds; over its roof rises a sun emitting rays, the disk inscribed 'New Constitution'. Above the colonnade is the inscription 'Carolus. II. Redimmus'. Resting on the clouds below Carlton House are three tiny scenes: 'Liberty': two gamblers throwing dice, one Sheridan the other the Prince; men watch them. 'Chastity', the Prince and Mrs. Fitzherbert, indicated by feathers in her hair, embrace on a sofa. 'Temperance', men carouse at a round table; one sprawls on the floor. Fox, as the Devil (cf. BMSat 6383, &c), under the cloak of patriotism, is carried to power by two props, Sidmouth and Grenville, on whose coalition with the Foxites the new Ministry, see BMSat 10531, &c, is. based. This relies not on St. James's but on Carlton House, the secrets of which, as in Le Sage's story, are revealed in three scenes satirizing the life of the Prince. The allegation that the new Ministry was subservient to Carlton House was natural, see BMSat 10252, &c, and recurs, see (e.g.) BMSats 10530, &c, 10543, 10697, but proved unfounded, see G. M. "Members of the new Ministry in a handsome room prepare themselves for office, each intent on his toilet. Both Fox and Grey look into a large pier-glass on the extreme left., whose frame is surmounted by the Royal Arms and Prince's feathers, indicating Carlton House and the Prince's 'ostentatious patronage' of the new Ministry. [W. Fitzpatrick, 'H.M.C., Dropmore MSS.' viii, p. viii.] Fox (Foreign Secretary), wearing a tattered shirt, shaves, holding a small bowl filled with lather. On a chair are the coat (blue with red facings, the Windsor uniform) and feathered cocked hat which he is about to put on; against it leans a sword with a jewelled hilt, while his discarded coat and bonnet rouge with tricolour cockade lie beneath it. Beside him stands the taller Grey, brushing his teeth. He wears naval uniform (as First Lord) Behind him, also in profile to the left., stands Sidmouth (Lord Privy Seal), his head and shoulders the centre of clouds of powder, which Vansittart is puffing at him from a powdering-bag. His Windsor uniform is protected by a long towel; in his coat pocket is a clyster-pipe (see BMSat 9849). In the foreground little Lord Henry Petty struts with pointed toe, delighted at the effect of his Chancellor of the Exchequer's gown, which trails on the ground behind him, far too long. Windham (Secretary for War and Colonies), behind him, sits full face over a tub, washing his feet; he wears waistcoat and rolled-up shirt-sleeves; his hat and stockings are on the ground. Next is the centre figure, Lord Grenville (First Lord of the Treasury), in shirt and bag-wig, hitching up his breeches, and thus accentuating his heavy posteriors, which gave a second meaning to the term Broad-bottom Ministry (see BMSat 10530). Moira (Master of the Ordnance) stands stiffly with his back to the wall, tying his high black stock. He wears regimentals with boots and cocked hat. The Duke of Bedford, very neat in shirt and breeches, sits on a stool pulling on a top-boot, resting his leg on the left shoulder of Tierney, who sits at his feet, drawing on a Hessian boot. Both are in profile to the right., and are preparing for a journey to Ireland. Beside Bedford are two papers: 'New way of Improving the Irish-Breed of Black Cattle' and 'Road from Wooburn Farm to Ireland' [on this Tierney is sitting]. Behind Bedford, Sheridan struggles into a shirt; on the wall hangs his discarded Harlequin dress with mask and wooden sword (see BMSat 9916). Lord Spencer (Home Secretary), behind and on the r. of Sheridan, in waistcoat and shirt-sleeves, washes his hands in a basin on a table. On the extreme right. is the corner of a dressing-table, in the mirror of which Erskine delightedly adjusts his hat over his Chancellor's wig. He wears an enormously long Chancellor's gown with the Purse of the Great Seal hanging from his arm. Behind him on the wall hangs his discarded barrister's wig.
