"Hibernia lies on the ground with her harp broken. On a table (left) are two money bags, one full and labelled "Exchequer", the other decorated with the Irish harp and almost empty. Into this Lord North is plunging his hand while an African with outstretched hand says: "Don't forget poor Mungo my good Ld N------h". A man in hat and laced coat is trampling on Hibernia, saying to a bystander: "Sr George we must keep her down". Sir George [Macartney] answers: "Ay my Ld T------d. "A freely drawn sketch of three figures. A Jew in profile to the right holds a glass show-box which is supported by a strap round his shoulders. Facing him in profile to the left is a man with a large pack tied to his back, he is looking at the Jew's wares, one hand held up as in surprise. Between them, and full-face, stands a Dutchman (?) wearing trousers and smoking a pipe; he is looking at the Jew's show-case. [In 1765 Cole compared the Paris shop-windows to the show-cases carried about by Jews. A man in a bag wig and with crossed eyes lands on his "broad bottom" between two chairs pulled from under him by two diminutive devils. His face has an expression of utter surprise. The devil on the left, with the name Oliver on the large club of his hair tied in the macaroni fashion, pulls with his cane 'city chair 1772.' The devil on the right, with the name Sawbridge on his club, pulls the chair inscribed 'liberty.'
