"The Duchess of Devonshire (left) carries a fat butcher (right), both her arms round his waist, his right arm is round her waist, their faces are in profile looking at each other. She says, "I'll try all measures to bring the matter to a proper Issue"; he says, "Oh! - who can withstand such charms". She wears a large hat trimmed with a 'Fox' favour, laurel branch, and four fox's brushes inscribed respectively, 'Love and \ Liberty \ Delicacy and \ Decorum'. Sam (left) has been served first; he sits stirring his tea and gazing adoringly at Fox (right), who playfully pats his bald head. A spaniel stands in front of them, begging. A furious veteran with a wooden leg and bandaged eye and a maid servant attack Sir Cecil Wray with a crutch and a broom, respectively. The maid stands on a piece of paper inscribed,"Tax on servants" and in front of a padlocked door to the "Register Off[ice] for Maid Serv[ants]." On the opposite side of the image, in the background, is the crumbling building of the Chelsea Hospital. A reference to Sir Cecil's proposals to tax the employers of maid servants and to close the Chelsea Hospital that housed disabled veterans

In the first of the three coaches, shown as a child's or an invalid's chair, sits Sir Watkin Lewes, alderman and M.P. for the City, in the central one rides Pitt, behind him Sir Barnard Turner, alderman and Sheriff. The windows of the buildings are filled with spectators. On the right, above the vitrine to "Neat Wines" shop, hangs a large portrait of Lord Chatham. A burlesque rendition of the procession that took place on February 28.
