Abstract:
"The interior of the House of Commons, the Speaker in his chair, the two clerks, Hatsell and Ley, writing at the table on which is the mace. The members are represented by dogs, some having human faces; in the foreground four ministerial hounds (left) and four opposition leaders (right) tear violently at a paper inscribed 'Commercial Treaty'. On the right benches opposition hounds are in hungry cry after their leaders, on the left the ministerialists are gnawing bones with eyes fixed on the contest. The four Government dogs, who have human faces, are Pitt, a lean greyhound, his collar inscribed 'Fawning-Billy'; next him Dundas, his collar 'Treasurer Navy'; next Pepper Arden, his collar 'At. Gen', and last, Archibald Macdonald, his collar 'Sol. G.' Opposite these are North, wearing his ribbon, gnawing greedily, and Fox tearing ferociously (these two have quasi-human heads), Burke, a dog wearing spectacles, and Sheridan, his collar inscribed 'Sc. for Scan[dal]'. Three yelping puppies fawn on Fox, one of whom is probably intended for Grey. Behind the Speaker's chair stand members of the House of Lords, scandalized at the uproar. "Eldon as a street-beggar kneels on both knees on straw placed on paving-stones, wearing a cap resembling those worn by butchers and the rags of a Chancellor's gown over tattered breeches. He supports himself by a staff, and holds out his short powdered wig. Beside him (left) lies an empty and dilapidated bag inscribed The Old Bagg [cf. British Museum Satires No. 12883]. He looks down with a gloomy scowl, and from his closed lips rise the words: Pity the sorrows of a poor old man [cf. British Museum Satires Nos. 13991, 16236]--vide beggars petition, Tricked out of Work by a Soldier. Round his neck is tied a placard reaching below the waist, and inscribed: Pity a poor Old Man out of Place, at the age of 78 [76], and though extremely anxious, for employment, disappointed in, all his expectations of procuring the Same. His pension is only 4.000 P A [cf. British Museum Satires No. 10714] and not a Dinner has been dressed in his house within the memory of man! He has a wife to support, and a Son to provide for, who holds only Eight Appointments! Abstract:
"Satire on differences among parliamentary constituencies instructing their members variously to insist on an investigation into the conduct of Robert Walpole's administration, or to desist and to support new government measures. In a large compartment at the top, a balance hangs from the ceiling in which a glove representing the challenge from the City of London to allow the investigation outweighs two men representing Bristol and Nottingham who oppose it. The City challenge is supported by members for Stafford, Dorset, Edinburgh, York and Westminster, standing to left, while behind them the old Tory Opposition now supporting City interests; in the centre, City tradesmen wave their hats and cheer. On the right, a servant pulls down on the scale containing Bristol and Nottingham, turning back to answer a group of unhappy government double-faced supporters. In the centre foreground, a large dog urinates on two small dogs; on the wall behind, a picture of Liberty or Britannia on the left, is juxtaposed with one, on the right, showing a man chained by the foot to a block. In the compartment at lower left, "A M[inisteria]l Forge", a blacksmith stands at an anvil hammering out the "Lie of the day". Ready-forged lies hang on the wall, "Hanov[er] Spurs", "Party Scissars", "Debt Bridles", "Tax Skrens" (a mistake for screws), "State Forks", "Law Pincers", "Eccles[iastical] Hooks", "Parl[iamentary] Bars" and "Session Fetters". On the right, an assistant hands two journalists, "Representat[ion]" and Art[icle] ag[ains]t West[minste]r" saying "to be every day in the Gazetteer", to which the journalists reply, "I want a Hook for Bristol" and "this is fit for Nottingham". On the left, a man pumps the bellows at the forge; a monkey on the beam, cries, "my Guts are coming out" as it defecates papers labelled, "Repres[entation]", "Gazetteer", "False Return", "Indict[ment]" and "Season Export". A man sits on a latrine labelled, "T[reasur]y Bog house/Repres[entations] Bristol/Repres[entations] Notting[ha]m", saying "I'll do thir Business for them" and writing on a paper headed "West[minste]r". In the compartment at lower right, "The Worcester Magician", a large fool stands in the centre, saying "Alls done in my Name, ha! ha! Abstract:
"The King stands waist-deep in a broad-based Green Bag (see British Museum Satires No. 13735), holding up his arms, and exclaiming: "A Rat! A Rat! my Kingdom for a Rat!!!" Huge rats climb up the bag and nibble at it, others run towards it, or emerge from holes. Ministers are imprisoned in the bag with the King, and struggle to get out. Near the base (left) emerge the head and arms of Castlereagh; he says: "Knaw away my fine fellows and extricate me." Above him is Sidmouth, crying: "I wish I could find some hole large enough to creep out at." Eldon's head and hands emerge from three holes; he asks: "Was the Pillory ever made for me? will no Rat assist me? let me out to consider of it." Above him is Liverpool, saying: "We shall certainly be all smother'd in this Infernal Bag." The Devil is between Castlereagh and Eldon, shovel in hand; he says: "I can make a hole for myself to creep out at." Each rat has an inscription: 'Church' and 'Corruption' are on the bag, flanking the King. Other nibblers are 'Pension', 'Place', 'Sinacure' [sic], and 'Dr Slop' [Stoddart, i.e. the 'New Times']; near the last is the 'Courier', and behind (right) the 'Vice C--' [Leach]. John Bull and Mrs. Bull, a farmer and his wife, stand on the left and right; John holds the chain of his savage dog, still attached to its kennel but eager to get at the rats; he says: "Odzooks, I'll let my Dog loose and worry them all."
