Wellington (as Constable of the Tower of London) holds a pistol to the head of John Bull, as Henry Goulburn (Chancellor of the Exchequer) harangues Bull from the other side, forcing John to reach into his pockets to pay for the rebuilding of the Tower of London, seen burning in the background

London : University College, c1998., Sheet trimmed with partial loss of printed border., Wood engraving with letterpress text., "Price 1d. plain."--Upper right corner., and Mounted to: 57 x 38 cm. With a fragment of a burnt document from the 30 October fire at the Tower of London that destroyed the Grand Armoury. With a note saying that it had been recovered on 6 November. The fragment contains references to Viscount Townsherd (Lieutenant-General of the Ordnance in the Greenville Ministry in 1763), Sir Charles Frederick (1709-1785), and James Syme are among the legible names.

"Duchess of Kent sits regally on the throne, holding the orb, and turning her head to watch Princess Victoria, who sits (left) on Prince Leopold's knee, holding the sceptre (in the form of a hand of Justice, cf. BM Satires No. 12247) and with the crown half-extinguishing her little head. He wears uniform, sits on a lower seat, but with his right foot on a footstool. He holds out twin cherries to the child, saying, 'Now we'll play at Bob Cherry--open your mouth'. On a table (left) are Sweet Meats and Sugar Candy, on the floor a (mature) doll. On the right, framed by pillars, is the Council Chamber. Wellington presides, in the royal chair, turning arrogantly to say: 'As president of the Council--who shall gainsay me--' [Bathurst was Lord President of the Council]. Behind him Grenadier Guards with fixed bayonets stand at attention. Inconspicuously at his right hand, and below the dais, sits William IV.
