"Three men with mallet, hammer, and chisel are breaking an enormous bowl which is already much damaged, cracked, and patched. The bowl is supported on its end by a block (left) on which stand two of the tinkers. On the ground (right) kneels Lord North, working on the interior of the bowl with a hammer and chisel. On the ground beside him is a paper inscribed "Ld North". Behind the bowl (left), and about to strike it with a large mallet, a man dressed as an artisan stands on a block; a paper in his pocket is inscribed "Ld Sandwich" and pasted on the wall behind his head is a "List of the Navy". Next him, wielding a hammer and chisel, is a man dressed as a military officer; the "Plan of Minden" on the wall behind his head shows that he is Lord George Germain. Behind North, his hands raised in pleased surprise, stands George III, wearing a feathered turban surmounted by a crown, probably intended to indicate that he is behaving like an oriental despot, see BMSat 5544-7. Over his shoulder looks Bute in tartan, also smiling, his right hand raised, as if admonishing the king. Beneath the title is engraved: "The National Kettle, which once was a good one, For boiling of Mutton, of Beef, & of Pudding, By the fault of the Cook, was quite out of repair, When the Tinkers were sent for, - Behold them & Stare. In the distance behind the donkey is a third sign, "road to aristocracy," a reference to William Pitt

A large dredger-like wheel with four scoops stands in front of a building, possibly the Treasury, guarded by two mounted sentries. The Devil standing on the King's bent back, turns the crank. On the right, Lord Shelburne sits on the ground after being tossed out of the wheel together with his companions, most likely Dunning and Barré, saying, "Look what a crush a Pretty decent Tumble." On the left, two new Secretaries of State, Fox, with a fox's head, and North, lead on reins attached to his nose the Duke of Portland, the new prime minister. Fox, with broken leg, his hand on North's arm for support, complains that the "... late tumble hath Crippled me quite ..." North pledges help on condition that "you shall hold me fast in my Place." Behind them, Burke, with one arm in a sling, runs after them voicing his own need to join the coalition. His and Fox's "injuries" were suffered in the previous 'tumble' when Shelburne formed his administration

Between two large pedestals, the one to the left topped with the head of George II, the one to the right with a sitting figure of George III, the Coalition ministers fall to the ground, their balance upset by a large platform, "New method of executing criminals (...)" pushed by George III with his foot. Charles Fox, who has already landed on the ground, grins announcing his intention of returning to power. Falling behind him, the frightened Lord North clutches the open "Budget" sack from which several documents fall out. Above him, Edmund Burke is about to lose his balance. The indifferent-looking George III busies himself blowing a large bubble, "Royal favour." The pedestals are inscribed, respectively, with the achievements of George II and the failures of George III
