Admiral Rodney is depicted vigorously attacking a large dragon which clutches his leg. The dragon's wings are decorated with fleur-de-lys and it breathes fire and frogs (alluding to Rodney's 1782 victory over the French fleet, a triumph which was not well-received by the Ministry).
