"John Bull, a fat "cit", is beset by descending water covered with the word 'Tax', many times repeated, in which dogs, cats, and pitchforks fall with violence. His eyes and spectacles are transfixed by a pitchfork inscribed 'Window Tax'; the shaft of another inscribed 'Malt & Hops Tax' sticks in his bleeding mouth, dislodging teeth. His paunch is pierced with a third fork; the handle, inscribed 'Tax ...' [&c. &c], supports an angry cat, spitting 'Tax ...' Another falling cat knocks off his wig, which emits a cloud of powder inscribed 'Powder Tax'. His gouty feet, in slashed shoes, are stabbed by three pitchforks: 'Corn Laws' [the biggest, cf. British Museum Satires No. 15510]; 'Leather Tax'; 'Land Tax'. A 'Dog Tax' strikes down J. B.'s dog, its collar inscribed 'Poor Tray'. Another dog worries a cat (left). J. A haggard old woman carelessly mixing a recipe for corns on the fire in her sordid bedroom. As well as being cluttered with potions, the room contains an assortment of squabbling pets; on the wall hangs a painting depicting the attempted seduction of Susanna by the elders. The lettering below image, a recipe in verse, begins: "Take tacamahacca, an ounce & a half, a pound of good suet, from the skin of a calf, 3 barbicued apples, a ha'p'orth of pears, 3 dragon flies pounded, the ear wax of bears, a small peice of cheese, a little gum copal, some putrified salt with some essence of opal ..."

A thin miser stands before his desk laden ledgers (one with a label 'Avoir'), piles of papers, and bags of money and on top, at tray with carafe (of water?) and a partial loaf of bread with a knife; a ring of keys hang from the lock of the desk drawer. The large waste paper basket below the desk is filled with sheets of paper, one of which is titled "Bureau de Carite" and a letter "A Monsieur ... rue Pari[s] ...". He stands shivering, his nose and cheeks red with cold, as he ties one end of a string from a ball on the desk to a tie on his shirt which is thrown on the arm of the desk chair along with his coat. At the left on the wall above the mantel is a picture "Les Israélites adorant le veau d'or" which is signed lower left G. De Cari and lower right Maleuvre. The mantel holds a clock, two fine china cups with saucers and two candlesticks, one candle burnt low, the other unused. A thin cat looks up at him meowing. Through the window on the right is a view of the neighboring buildings
