Abstract:
In a London street, young boys inflict various forms of cruelty upon animals. In the centre, a boy (Tom Nero), identifiable by the badge on his shoulder as a pupil of St. Giles's Parish School, thrusts an arrow into a dog's anus; he ignores the offer of a large tart from a sympathetic young gentleman (said by Paulson to be a compliment to the young George III). To his left on the front of the balustrade, a boy draws a prophetic picture of Tom hanging from the gallows. Below Tom, another boy ties a bone to a dog's tail. In the lower left, a dog disembowels a cat. In the center foreground another boy kneels on the cobblestones, about to release a cock, as another boy prepares to a stick at it; the boy behind him holds a second cock. On the balustrade one boy holds a torch while his companion blinds a bird with a wire. Further to the left on the balustrade a group of boys laugh at the sight of two cats fight as they are hung by their tails from a gibbet-shaped lamp post. "Four grotesque men, all crippled or deformed, are in a row before a set of druggist's shelves headed 'Staats Apotheek'. Those on the extreme left and right stand, the others sit. A knock-kneed hunchback (left), smoking a long pipe, the smoke inscribed 'Hellebr . . .', holds a paper: 'Recipe'. A ragged and lame National Guard picks the pocket of his neighbour. Above the shelves, and forming the apex of the design, a fury, Discord, with snaky locks, leans from clouds, holding a flaming sword and looking down threateningly at the conference. On the top shelf are a 'Guillotine' and a bull, 'Phalaris', a block inscribed 'Menschen lief de' next a gallows, a demon. Four employees of a hatter force their employer into a bath of black dye. One of the journeymen holds a beaver by its tail as it cries "He robbed me of my coat, and blam'd others for it." A young apprentice entering from the right holds out a fish to the beaver. In the foreground a black demon whose speech balloon reads, "Push him through my lads. I'll adopt him as one of my children."

An air balloon inscribed, "America," floats above a group of spectators who include, on the left, a Spaniard and a Frenchman, tied together with a chain and padlock and, on the right, a Dutchman with little devils climbing out of his pocket. Between them stands Franklin. In the background, Charles Fox and Lord North dance merrily to a tune played by the devil who is identified as 'Director general.' Next to them, a number of people vomit under a heavy block inscribed, "Opression taxes," on which stands the gallows with the corpses of 'trade,' 'wealth,' and 'liberty' hanging from it. In the balloon's basket are Washington, with two faces, stretching his arms towards the ghost of Cromwell, and Silas Deane, shaking at the sight of the ghost of "John the Painter" (James Aitken).
