"Pitt's 'Propositions' for freedom of commerce between England and Ireland are supported on an Irish harp which rests on a rectangular framework above a fire which is being made to blaze by North and Fox. North (left, as Boreas), on hands and knees, his cheeks inflated, blows at the flames; Fox (right), seated on a bulky roll inscribed 'Petition from the Cotton Manufacture[rs]', plies a pair of bellows. The fuel of the fire consists of papers inscribed 'Rumour', 'Evidence at the Bar' (2), 'Pamphlets', 'Pleadings at ye Bar' (2), 'Arguments'. Manuscript on paper, in a single hand, of a collection of political material, the bulk of which consists of petitions and Parliamentary speeches made in 1640 and 1641. The grievances cited in a petition by "the Citizens of London" at York include "imposicions upon Merchandise imported and exported. The urging and levying of ship money...the great concourse of Papists and their adherents in London...The seldome calling and sodaine dissolving of Parlmt. without redressing your subjects grevances;" and a petition of "the Lay-Catholiques Recusants of England" begs for relief from persecution. Issues discussed in Parliament during this time include the trial of Thomas Wentworth, Earl of Strafford, the Oath of allegiance to the Church of England, and the question of episcopal government. The manuscript also contains a satirical piece titled "Observations of Holland" which declares, "It is excellent for desparring Lovers, for each corner affoords a Willow; But if Justice should condemne one to bee hang'd on any other Tree, he may live long, and confident," followed by a similarly satirical piece on Scotland. A sermon "preacht at St. Gyles in Edinburgh...1638...by James Rowe" declares "The Kirk a Scotland cau'd a smeld as weele, as any Kirk ith the Warld. Than the Kyrk a Rounie smelt sa strang that at furst she cau'd a tauld yee, she taisted o the cheare o Babylon. But now bring in the stinkenest Papery under her Neese, and it wull savour as sweat as an Aple." The manuscript concludes with "The Oath all are to take, or to suffer as Papists" and a petition from "severall grammer schooles in and about the Cyty of London."

Title supplied by curator., Date and place of publication from British Museum website., Description from British Museum: A satire [of] political ignorance set in a country barber-surgeon's shop in which the people have been given the heads of animals. At centre left, an old woman with the head of a cat, is being bled by a man with the head of an elephant whose hand is on her left breast, a monkey-headed boy holds a basin to catch the blood spurting from her arm. Behind them a man, with a boar's head wearing a work-apron reads from the Grub Street Journal to a man with the head of an ass and a bell round his neck. In the centre a cat-man sitting on a barrel holding a shaving dish has his whiskers trimmed by a barber with an ape's head on top of which is a flamboyant hat with long feathers. An ape-man behind waits his turn, and a man with two wooden legs and a crutch leaves through an open door. Overhead on the left is a projecting sign from which hangs a board showing an owl beneath which is written "Shave & Bleed for A Peny". Stuffed creatures hang from the ceiling: a grotesque fish, an eel with gaping moth, and an ape. The wall at the rear has been chalked with tallies and three wigs hang from it. A table in the foreground on the right has pulled teeth and various barbers' instruments on it.
