"Justice stands on a small rocky plateau surrounded by waves. She holds up a pair of scales; on one scale (left) stands the Queen, noble and dignified, in royal robes, the crown at her feet. She far outweighs the other scale, on which is a huge green bag: 'Ev[ide]nce a[gainst] [t]he [Que]en'; Castlereagh, Sidmouth, and Canning stand round it, with a serpent as pendant to the crown. The Queen holds out a scroll headed 'Righ[t] ... of ... Queen' and an open book: 'Liturgy'. Castlereagh holds out to her a scroll headed '50,000 pr An'; he says: "Another Bag (now almost ready) Will make the Balance firm & steady, And certain other pond'rous stuff Will make the Lady light enough." Sidmouth flourishes a clyster-pipe (cf. British Museum Satires No. 9849). Canning stands behind the Bag on the extreme right; he says: "I wish to God that I was out Of this infernal mounting Scale, For plainly I percieve a rout, And that the Lady must prevail." The Queen: "Vipers Go! I can't endure you, You wrong me I assure you, Yet still I spurn the wrong, and view, With calmness all your Bag can do." Abstract:
A satire on the electoral Reform Bill of 1831, which was passed soon after this print was issued. Grant shows the figure of blind Justice leaning out from a mass of billowing clouds and holding her scales labelled "Reform 1813". The load on the left side labeled "People', though containing fewer documents -- Magna Carta, Economy & Retrenchment, Peace of Plenty, Extension of the Electi[c] Franchise, Cheap Government -- is heavier than the other plate "Oligarchy" which is weighted down by: Bribes, Corruption, Six Acts, Corn Law, Church, Rotten Boroughs, Corporation Charters, Law & Iniquity, Taxes, Imposts, Holy Alliance, [F?]onal Debt. A group of four men in the left foreground include a judge; the one man says "Behold! a mere feather turns the ballance in our favour and saves us from revolution & disgrace." Just beyond them in the middle distance the King stands firmly and says "The triumph of this great & vital cause will fix my crown more firm upon my head." On the right a group of over six men including a clergyman who wipes his brow and cries "The draft is in their favor. Our cause is lost. Oh dictatorium, dictatorium, dic-". Another gentleman behind him cries "They may vainly recken on a paltry unit, we have yet power to rent it peicemeal [sic]." In the distance a crowd cheers, and some hold signs for "Reform" and "Support the King & his ministers", etc

"Bonaparte stands in a dispensary opening off a military hospital, conspiratorially giving orders to a slyly grinning doctor who shows him a bottle labelled 'Poison'. The general points to the hospital, separated from the dispensary by a curtain, where men, apparently moribund, lie on bedsteads. In the dispensary are jars, bottles, scales, pestle, and mortar; a small crocodile hangs from the roof (cf. British Museum Satires No. 11057). "A young woman stands upon a high stool, her skirts raised to show her posteriors to three men (half length) behind her. She bends forward, pointing to Charles Fox who stands with his hands handcuffed in a booth or box behind a bar. Fox has an enormous head and an expression of terrified dismay at the denunciation. Behind him is a man in profile holding a constable's staff. The three men are evidently Bow Street Justices (Sir Sampson Wright, Addington, and Bond); the principal magistrate (Wright) wears a hat and spectacles and is much caricatured (cf. British Museum Satires Nos. 6119-21). Above their heads are the evenly balanced scales of Justice. "The candidates for Middlesex and their supporters race (right to left) to Brentford. The foremost rider is Wilkes on a horse wearing a royal crown (indicating George III); he holds up the cap of 'Liberty' on its staff. Half a length behind, and nearer the spectator, is Mainwaring, holding up a sword whose blade is inscribed 'Justice'. His horse's human head is blindfolded, in its mouth is a pair of scales; in one balance is 'Byng Dunston', in the other and heavier, 'Wilkes Manwaring'. The horse probably represents Justice, its rider was a well-known Middlesex Justice and chairman of the Middlesex Sessions. Behind Wilkes, his horse's head hidden, is a rider not identified, he has lost his stirrups and clutches his saddle with both hands. Behind these three and in the centre of the design is George Byng, the friend of Fox and the Prince of Wales, M.P. for Middlesex since 1780. He rides a pair of horses (representing the Coalition), standing with one foot on the saddle of each; the near horse has the head of Fox, the other that of North; the tail of the near horse is a fox's brush inscribed 'Grace'. The fore legs of the pair touch a paper inscribed 'Test'. Byng's whip is inscribed 'Coalition' and he is saying, "Spur them up behind Doctor, or I shall lose the race", addressing Hall, the Westminster apothecary, who rides like a hobby horse a pair of crutches tied with a ribbon; in place of a hat he wears a mortar inscribed 'All [sic] Blue and Buff'; he holds up his pestle as if it were a whip. Behind Byng, Jeffery Dunstan rides an ass with long ears and the head of Sam House; he looks round to address the Duchess of Devonshire who is the last of the cavalcade. The Duchess (right) rides astride, her bunched-up skirt showing spurred half-boots. Her horse has the head of the Earl of Surrey; she says, "Byng for ever - and may the Hearty Cock ever stand stout in our sarvice". Dunstan says, "Well said my Dutchess - Charly's Whipper-in for ever. Huzza". The Duchess wears a heavily trimmed hat in which is a large election favour and four fox's tails, each inscribed 'Byng'. Abstract:
"Satire on the jockeying for position of the European powers in early 1740. A race-course on the sea-shore with a variety of animals and riders representing different countries: first comes Cardinal Fleury (France) falling from his fox which has stumbled at the winning post on "[Baron] Sinclair's papers". Behind the fox stands the devil holding a sheet of paper with a picture of five ships, lettered "Baltic Sea", an allusion to the French failure to form an alliance in that region. The devil pulls down one of the scales hanging from the umpire stand; the heavier scale represents the Imperial allies with swords, coins, a picture of the Imperial eagle and a note reading "ballance of power", while the lighter one holds objects connected with France and Spain, a cardinal's hat, mask, fox, and notes of "50,000 livers" and "10,000 pistoles" as well as a paper lettered "Mediation". On the umpire stand, America is in conversation with Africa while Europe embraces Asia for the sake of "Protection [of]Trade". Further to the left stands Captain Jenkins holding out his severed ear. Behind Fleury's fox runs the Spanish wolf, its rider unseated by the British lion's lashing tail, lettered "No Search Free Trade". The Russian bear, ridden by a man with a scimitar, follows; the bear kicks its hind legs at the Turkish elephant that is draped with a cloth lettered "Belgrade" in reference to the recent ceding of that city to Turkey. The sultan stands behind the elephant, offering a bag of money to a Frenchman wearing a bag-wig; a monkey also wearing a bag-wig, representing France, crouches in front of the bear. A Dutchman, smoking a pipe, stands beside a distance post having abandoned the race; his boar is laden with trade goods. Behind, on the left, the devil and a fool lead a group of Roman Catholic bishops, roped together, towards a closed building labelled "Conclave" where they will elect a successor to Pope Clement XII. In front of them seven men representing the European powers are seated at a round table with papers lettered "Alliance" and "Sinclair"; Cardinal Fleury turns aside towards another devil asking, "Extricute me now & I'm yours for ever". Further forward, a British herald, supported by classical female soldiers, blows a trumpet; beside them Fleury raises the front of his robe attempting to catch billowing smoke, lettered "Universal Monarchy". In the foreground, Time sits on his hour-glass holding a paper with a picture of a wolf dressed as a cardinal; rats chew at the bottom of the sheet; Fortune looses her grasp of Theodore of Corsica who throws his orb after his crown as it flies off on outspread wings; a British bulldog savages a Spanish wolf while a French fox runs off behind a bush; Captain Coram shows the plan of the Foundling Hospital to a woman and child seated on the ground; a Catholic ecclesiastic wrings his hands saying, "Ye have taking away my Gods, what have I more"; a man bends down to lift a chest full of "10000 pieces of Eight"; Emperor Charles VI rides on an eagle towards the finishing post, holding a shield with the British coat of arms in front of him while a shield with the fleur-de-lis falls to the ground; he is preceded by Charles Albert of Bavaria, fully armed on horseback, and carrying a shield with the motto, "Never conquered"; in front of him, a French ambassador kneels pleading with the British lion who tramples on a shield with the fleur-de-lis and prepares to fire a cannon. At lower right, Britannia pushes aside France (a woman in classical dress with a helmet, and a cock at her side holding out a paper lettered "Mediation") and points to a map showing the island of Cuba offered by a British herald and a sailor. In the background, to left, is the bay of Cadiz in which the Spanish fleet is shut up, British ships sail freely on the sea; a nymph holding a pennant lettered, "Quatuor Maria Vindico" (I claim the four seas), rides a dolphin; beyond are the island of Cuba and distant mountains.
