Abstract:
"John Bull, blind, maimed, and ragged, walks (right to left) near a chasm, the edge of which stretches across the foreground of the design. His wooden right arm terminates in a hook to which is attached a cord from the collar of a lean greyhound with the head of Pitt (as in BMSat 8794). Pitt drags him forward and slightly towards the gulf; in his mouth is a large bare bone, his collar is inscribed 'Licenc'd to Lead'. In John Bull's left hand is a staff, on his back a burden inscribed 'Loans'. He has a wooden leg, which a dog with the head of Sheridan and a collar inscribed 'Licenc'd to Bite' is biting savagely. Behind and on the extreme right is a dog with the head of Grey, and a collar inscribed 'Grey Hound'; he bites John Bull's coat. Fox, a mastiff with a fox's brush, stands behind Pitt, glaring fiercely, on his collar is 'Licenc'd to Bark'. Abstract:
"John Bull crouches on hands and knees on a flat-topped rock: 'Rock of Broad-Bottom'd Security' [cf. BMSats 10530]. On his back is an enormous money-bag: 'The Sinking-Fund - i.e - Taxations of 42 Millions pr Annum'. Petty stands astride on the guineas in the gaping mouth of the bag, shovelling a cascade of coins to greedy ministerialists who stand below, outside the stone gateway of the 'Treasury', whose wall is on the left John, a yokel, out-at-elbows, looks up to say mournfully: " - Toss away! Toss away! my good Boy! toss away!!! - oh how kind it is, to ease me of this Terrible Load!" Petty, looking down, answers: "Patience, Johnny! - ar'nt I tossing-away as fast as I can? ar'nt I reducing of your Taxes to sh/17 & 6d in the Pound? - why you ought to think yourself quite comfortable & Easy, Johnny!" Those nearest the rock are Windham and the fat Lord Temple, with his back to it, catching the coins that overflow from a great heap in the peer's robe which his uncle, Grenville, holds up. Between Grenville and Windham the Marquis of Buckingham has a brimming hat-full. Behind Buckingham' Howick holds up a large hat high above his head. Sidmouth, bending obsequiously, catches some of the overflow from Grenville's store; between him and Temple, a dog, its collar inscribed 'Vansit[tart]' gapes for the small droppings from his master's receptacle (he was Secretary of the Treasury). Behind Grenville, Ellenborough receives a heavy shower on his head. Sheridan, as Harlequin (cf. BMSat 9916), his wooden sword held behind his back, holds out with a servile gesture a (full) bonnet rouge shaped like a fool's cap. Behind him, Lauderdale, in Highland dress, holds out a Scots cap. Towering above Sheridan, Moira holds up an enormous cocked hat, trimmed with the Prince's feathers, and receives, after Grenville, the largest harvest of coin. In his right. hand are papers: 'Price of Stocks'. Between him and Ellenborough, the Duke of Clarence holds up a chamber-pot, inscribed 'Royal Jordan' [see BMSat 7909, &c.]. Behind him is the head of the Duke of York. Erskine, on the left, holds out the Purse of the Great Seal. Next him are Spencer, holding up a cocked hat, and Norfolk, holding up a punch-bowl, inscribed 'Majesty of the People', the toast given by him, which, inter alia, led to his rightemoval from the Privy Council (see BMSat 9168, &c). An aquiline profile, next Norfolk, suggests George Hanger. A youthful face on the extreme left. may indicate Lord Holland. Within the shadow of the Treasury gate other hats are held out, suggesting many more within. ..."--British Museum online catalogue

All wear the correct dress of the Five Hundred, resembling that of BMSat 9197, but in different colours: white robe, red cloak, blue cap and sash. Lauderdale, who is usually dwarfish in caricature, appears tall compared with the short and obese Derby, whose arms are folded, and his head, as always, turned in 'profil perdu'. Abstract:
A thin cat with the head of Charles Grey walks on top of a wall. In his mourn is a fish labeled "First Lord of the Treasury 6000". His long tail, curving around the design and ending at the bottom right, is covered in white patches that are labeled with the names of his relations, their positions, and the amount of their pay. A stick figure of Wellington, with sword raised, appears in the right corner above the end of the tail. Posted on the wall are two signs: "Commit no nuisance" and "Reform in Parliament meeting will be [illegible scrawl]."

"Members of the new Ministry in a handsome room prepare themselves for office, each intent on his toilet. Both Fox and Grey look into a large pier-glass on the extreme left., whose frame is surmounted by the Royal Arms and Prince's feathers, indicating Carlton House and the Prince's 'ostentatious patronage' of the new Ministry. [W. Fitzpatrick, 'H.M.C., Dropmore MSS.' viii, p. viii.] Fox (Foreign Secretary), wearing a tattered shirt, shaves, holding a small bowl filled with lather. On a chair are the coat (blue with red facings, the Windsor uniform) and feathered cocked hat which he is about to put on; against it leans a sword with a jewelled hilt, while his discarded coat and bonnet rouge with tricolour cockade lie beneath it. Beside him stands the taller Grey, brushing his teeth. He wears naval uniform (as First Lord) Behind him, also in profile to the left., stands Sidmouth (Lord Privy Seal), his head and shoulders the centre of clouds of powder, which Vansittart is puffing at him from a powdering-bag. His Windsor uniform is protected by a long towel; in his coat pocket is a clyster-pipe (see BMSat 9849). In the foreground little Lord Henry Petty struts with pointed toe, delighted at the effect of his Chancellor of the Exchequer's gown, which trails on the ground behind him, far too long. Windham (Secretary for War and Colonies), behind him, sits full face over a tub, washing his feet; he wears waistcoat and rolled-up shirt-sleeves; his hat and stockings are on the ground. Next is the centre figure, Lord Grenville (First Lord of the Treasury), in shirt and bag-wig, hitching up his breeches, and thus accentuating his heavy posteriors, which gave a second meaning to the term Broad-bottom Ministry (see BMSat 10530). Moira (Master of the Ordnance) stands stiffly with his back to the wall, tying his high black stock. He wears regimentals with boots and cocked hat. The Duke of Bedford, very neat in shirt and breeches, sits on a stool pulling on a top-boot, resting his leg on the left shoulder of Tierney, who sits at his feet, drawing on a Hessian boot. Both are in profile to the right., and are preparing for a journey to Ireland. Beside Bedford are two papers: 'New way of Improving the Irish-Breed of Black Cattle' and 'Road from Wooburn Farm to Ireland' [on this Tierney is sitting]. Behind Bedford, Sheridan struggles into a shirt; on the wall hangs his discarded Harlequin dress with mask and wooden sword (see BMSat 9916). Lord Spencer (Home Secretary), behind and on the r. of Sheridan, in waistcoat and shirt-sleeves, washes his hands in a basin on a table. Abstract:
"Pitt, a colossal figure (cf. BMSat 8980), bestrides the Rotunda of the 'Bank of England'. His arms and legs are very thin, but his body is formed of a (transparent) sack distended with gold coins and inscribed '£'. His elbows are akimbo, his hands grasp the sides of the sack; from the little finger of his left hand hangs a key, 'Key of Public Property'. Round the mouth of the sack is a heavy chain clasped by a padlock inscribed 'Power of securing Public Credit'. From the sack emerges the pipe-like neck down which coins are passing. Pitt looks arrogantly to the right, a blast issues from his closed lips of many paper notes inscribed 'one'. Near his mouth are a few gold coins which he is presumably inhaling. He wears a crown formed of 'one' pound notes; through it project his ass's ears. The near side of the Rotunda is removed, showing a descending shower of paper and an ascending cluster of coins which are being drawn upwards to join those in the sack. Little figures in and around the rotunda, under Pitt's legs, hold up their hands in dismay at the shower of £1 notes. Among them is a John Bull wearing a smock. Two men hold papers inscribed 'Dividend'; a Jew walks off (left) with 'Scrip'. On the left, behind Pitt's right foot, is the sea-shore; large reeds at its edge blow towards him; among these are five heads wearing bonnets-rouges, each with a label issuing from his mouth: 'Midas has Ears'. They are Fox, Sheridan, Erskine, M. A. Taylor, and (?) Grey. They diminish in size from Fox to Taylor. Across the sea is 'Brest', from which a fleet is setting out. Behind it are black clouds, and an explosion rises from them in which are swarms of tiny figures holding daggers and wearing bonnets-rouges. This spreads behind Pitt's head who appears unconscious of it. He looks down towards three almost naked winged figures: Grenville (left) and Dundas (right) hold up between them a scroll: 'Prosperous state of British Finances. & the new Plan for diminishing the National Debt - with Hints on the increase of Commerce'. Between and above them is Windham, Secretary-at-War, a pen behind his ear. He waves his cocked hat, Grenville his coronet, and Dundas his Scots cap. Beneath the title: 'History of Midas, - The great Midas having dedicated himself to Bacchus [cf. BMSat 8651], obtained from that Deity, the Power of changing all he Touched - Apollo fixed Asses-Ears upon his head, for his Ignorance - & although he tried to hide his disgrace with a Regal Cap, yet the very Sedges which grew from the Mud of the Pactolus, whisper'd out his Infamy, whenever they were agitated by the Wind from the opposite Shore - Vide Ovid's Metamorposes.'"--British Museum online catalogue

The near side of the Rotunda is removed, showing a descending shower of paper and an ascending cluster of coins which are being drawn upwards to join those in the sack. Little figures in and around the rotunda, under Pitt's legs, hold up their hands in dismay at the shower of £1 notes. Among them is a John Bull wearing a smock. Two men hold papers inscribed 'Dividend'; a Jew walks off (left) with 'Scrip'. On the left, behind Pitt's right foot, is the sea-shore; large reeds at its edge blow towards him; among these are five heads wearing bonnets-rouges, each with a label issuing from his mouth: 'Midas has Ears'. They are Fox, Sheridan, Erskine, M. A. Taylor, and (?) Grey. They diminish in size from Fox to Taylor. Across the sea is 'Brest', from which a fleet is setting out. Behind it are black clouds, and an explosion rises from them in which are swarms of tiny figures holding daggers and wearing bonnets-rouges. This spreads behind Pitt's head who appears unconscious of it. He looks down towards three almost naked winged figures: Grenville (left) and Dundas (right) hold up between them a scroll: 'Prosperous state of British Finances. & the new Plan for diminishing the National Debt - with Hints on the increase of Commerce'. Between and above them is Windham, Secretary-at-War, a pen behind his ear. He waves his cocked hat, Grenville his coronet, and Dundas his Scots cap. Beneath the title: 'History of Midas, - The great Midas having dedicated himself to Bacchus [cf. BMSat 8651], obtained from that Deity, the Power of changing all he Touched - Apollo fixed Asses-Ears upon his head, for his Ignorance - & although he tried to hide his disgrace with a Regal Cap, yet the very Sedges which grew from the Mud of the Pactolus, whisper'd out his Infamy, whenever they were agitated by the Wind from the opposite Shore - Vide Ovid's Metamorposes.'"--British Museum online catalogue

"Sir Francis Burdett, scarcely caricatured, is being drawn (r. to left.) by his supporters in his carriage towards the hustings, past a densely packed and cheering mob. He bows gracefully, his tricorne (with a tricolour cockade) under his arm. On the three panels of the barouche are depicted (1) a bird with an olive-branch, and the scroll 'Egalité'; (2) a hand emerging from flames holding up a fire-brand, with a scroll, 'The Torch of Liberty') a frothing tankard on which is a bust portrait of 'Buonaparte', the scroll 'Three Pence a Pot'. The first and third panels have the motto the 'Peace &\ Plenty'. The driver is Horne Tooke; he flourishes his whip over the heads of his team, and smokes a long pipe. In his hat are a tricolour cockade and a blue and orange (buff) favour. From his pocket issues a stream of election literature, part of which has reached the ground: 'Speeches for Sir Fra[ncis] on ye Hustings'; 'Hints'; 'Speech from the Hustings'; 'Speeches for the Crown & Anchor Dinner'; 'Sir Fra[ncis's] Address to the Mob'; 'Bills for all the Pissing Posts [cf. BMSat 9886]; 'Hints for the Democra[tic] Newspapers'; 'Sir Francis's Patriotic Speech on the Defence of the Country' [see BMSat 10054]; Bills for Hackney Coaches'; 'Important Fact - Pitt the Supporter of Justices'; 'No Begging Candidate'; 'No Squinting Representative'; 'A Squeese for the Contractors.' The last lies besides a dog over whose body the hind-wheel passes makine a wound from which guineas are pouring. Its collar is inscribed 'A Cur-tis' (Sir W. Curtis, a contractor, cf. BMSat 7676, was one of Mainwaring's chief supporters). Behind the carriage, in place of footmen, stand Sheridan Erskine, and Tierney. Sheridan, a favour inscribed 'no Govr Aris' in his hat, holds up a fringed pictorial banner, inscribed 'Governor Aris [the name almost obliterated] in all his Glory': Pitt violently scourges Britannia, whose hands are confined in a pillory. Erskine (in wig and gown) holds up a banner 'The Good-Old Cause' (a republican slogan of the seventeenth century), surmounted by a cap of Liberty with a tricolour cockade. Tierney holds up a huge key tied to a pole and labelled 'No Bastille'. Ten or more men drag the carriage by ropes; the wheelers are Fox as a ragged chimney-sweeper with a brush under his arm, and Norfolk, wearing a striped shirt and an apron and mopping his forehead. In front of these are Derby, as a jockey, and Lansdowne. The next pair are the Duke of Bedford as a farmer in a smock and (?) the Duke of Northumberland, wearing an apron.
